how about the handling of planes like landing, parking, taking off? how about luggage handling, how about fueling ops, how about passenger handling, how about various services provided to planes?

Maybe google what happens at a typical airport, how do they generate revenue?

do you have any idea that a typical Pakistani airport employs more than any other?

instead of shaving off the surplus the government has the great idea of privatisation of every possible thing.

Now the government has released a weighty review document, one of whose chapters recommends that, in order to escape from the constant undermining of competitiveness that the lease system sustains, small federally owned airports should be divested to local governments, while larger ones should be privatised so that they can tap into financing from institutional investors. The document even goes so far as to provide an appendix of privatisation options.

I cannot comment on whether this news is good or bad without more information but 2 things :
1) Final approval still have to be given based on OP news
2) Your comment on no country outsource such sensitive service shows you don't know much because Australia very recently were discussing about outsourcing the visa processing system

Of course what Australia can do, Pakistan can also match. E-visas issued by various counties are auto generated by software after doing the profile checks. But outsourcing immigration and customs to private hands would be a bold decision by any standard.

FIA will still manage immigration. The parts that will be outsourced are upkeep and maintenance of the airport, passenger movement, luggage handling, entertainment and amenities.

Previous governments and these government babus were involved in this breach. At-least private entities have check and balances in place and some merit unlike these jahils sitting in government offices.
