The other one should develop the required technology and send it's rover first, or stay away and learn to keep quite. Honestly, if any nation starts sending mining rovers, the other nation doesn't have any iota ground to object to it, as there isn't any rules or court to fight for their cause.

The ESA Rosetta mission is the foreground or the feasibility study to carry out future asteroid mining, as it'd under take mission to land on an asteroid, and fly out and reach back to earth with asteroid samples. I don't see US, Russia or China object to them.
