Why buying expensive locos from USA when cheaper ones available from China ?

GE Evolution Series Locomotive was named as one of the "10 Locomotives That Changed Railroading" by industry publication Trains Magazine. It was the only locomotive introduced after 1972 to be included in that list.

GE is the best vendor. We did buy from Chinese as well but when it comes to buying from the best then there is only 1 choice.

I am very hopeful that by the end of 2018-19 PR Gross earning will reach somewhere around 50 Billion with the induction of these 50+ Engines.

I hope they will last long but railways needs to be professional like rest of the world .

Sir it depends whether GE will allow for TOT.

Another reason could be that since PR is in loss therefore they might not afford the overall cost of TOT as well.
Dear the Pakistan Locomotive factory have been producing the engines for years now. Technology have been acquired over the years from different vendors like Dalian Locomotives, Atranz, General Electric and Hitachi!! We were already making the GE and Hitachi (which is no small name in this industry) for some years now and there is absolutely no way that these could not or should not have been made here as well. Yes we could have opted for a dozen or so engines to be brought in from US as make others at home.

Here is a list of few engines that have been rolled out from Risalpur over the years, note the GE ones in the list as well:
  • 5 DE locomotives (2000 hp, Hitachi), 1993-94
  • 18 DE locomotives (2000 hp, Hitachi), 1994-97
  • Rehabilitation of 5 DE locomotives (2000 hp, GE), 1997–98
  • 30 DE locomotives (3000 hp, GE & Atranz), 1999-01
  • Rehabilitation of 21 DE locomotives (2000/2400 hp, GE), 2001-03
  • 69 DE locomotives (2000 hp /3000 hp, Chinese), 2003–08
  • 5 DE locomotives (3000 hp, Chinese), 2014–15
Making these new ones at Risalpur would have given us access to those 4000-4500 BHP tech as well and would have served us for the years to come.

I am not being critical for no reason at all sir. However it pains to see a report of this "achievement" running on the media along side a ticker of how our foreign exchange reserves are falling and how we have reached the historic high of foreign debts!! ALL THIS COULD HAVE BEEN DONE AT HOME, Bringing in technology. creating jobs and may be even saving a few $$ considering how we would have made these locally going forward.

That was a learning lesson from you. Great to know that tech is already there. I totally understood your point now and lets just hope that when PR orders again they ask them to be made here in Pakistan.

It would be better if Pakistan Locomotive factory should be given under the ministry of defense production. :)

No i think its around 36 billion. Its said that these New engines will earn 10+ billion a year so hope for the best that PR comes out of Debt by 2020

To be exact "Rs 36.58b in financial year 2015-16 as against the targeted Rs 32b." @RealNapster

Rs 36.58 billion in such conditions. it's obvious that these engines will improve services hence earn more for PR.

Up-gradation of Pakistan Locomotives Factory is under-way

Established in 1993 with collaboration of Japan at cost of more than Rs 2.2 billion, Risalpur Factory stopped assembling locomotives in 2008 due to overall deterioration in the Railways. However, manufacturing restarted in 2015 at small level.

The 23-year old factory is being up-graded at a cost of Rs 800 million and after the upgrade 50 locomotives will roll out every year. Manufacturing of New locomotives will start in factory after completion of the up-gradation phase.

The current fleet of PR is comprising of 280 with around 80 fixed for freight operation. Another 55 locomotives from GE of 4000 HP range has been bought as stop-gap had started joining Railways from Jan 2017 and deliveries will complete by September 2017 but they are fixed for coal transportation. As many as 160 locomotives are non-functional and need overhauling.

Railways earned revenue of 18 billion rupees during the year 2012-13 and last fiscal year 2015-16 it has earned a revue of 36 billion rupees. Minister of Railway has said that Railway is expected to earn a revenue of approx 41 billion rupees during the current fiscal year 2016-17.

Other comparitive companies in USA produce 500 engines or repair 500 engines a year big difference in productivity, they have 20-30 tracks where multiple machines are looked quickly
vs in Pakistan focus is on 1 engine at time

Same company in USA works on 500-600 Engines in 1 year, moved to Pakistan and we get odd 10 Units produced yearly

Yes they make engines but "Quantity" is not at a professional number

China / Many companies
Pick 2 from Europe


This way each vendor can supply decent amont of products and we can meet the actual demand for shortages

Actually, it is 26 engines a year in single shift and can be brought up to 50 engines a year in double shift (which normally is the case)
50 per year is more than enough for our domestic needs.

Won't having too many brands create logistics and maintenance problems.

We panic with just 1-2 brand names while world has million firms and companies busy all the time

That is because private companies are involved in this process, not the govt.
Exactly!!
While our politicians were busy "Nationalizing" the growing and progressing industries people where focusing on getting there rich private citizens involved in the development process. IN this locomotive category too, we had a government owned organization ONLY and that too was destroyed thanks to the corrupt elite. :hitwall:


One thing that i want to point out is that privatization is not something that should be very welcoming, specially since they are more than happy to sell the ones that are making profit or at least destroy them before they are taken to the market. Getting the private businessmen to participate more actively in such projects is the key here. For example, you make that Orange Line so lucrative and a good business prospect and you will have Mian Mansha or some sahigol take up the project as a business venture rather than spending millions on maintenance and running expenditures!!
