The Nhue, a small river 76 kilometers long, is black for the 20 kilometers it flows through Hanoi. In some places it is covered in foam and too thick to even flow.

Many other rivers in the capital are also seriously polluted like the Nhue, a result of rapid urbanization without strict planning and the lax enforcement of wastewater treatment regulations in new residential areas.

On November 14th 2013, the Government issued Decree No. 179/2013/ND-CP providing sanctions of administrative violations (AV) in the field of environmental protection with a maximum fine of 01 billion VND for individuals and 02 billion VND for organization.

Specifically, a fine of 1.9 to 02 billion VND apply for organizations discharging wastewater containing radioactive substances causing environmental contamination beyond allowing technical regulations; a fine of 20-30 million VND apply for organizations who do not publicize the environmental management plan of the project at the project location and Committee’s Headquarters at ward level where conducts community consultations for people to know, check and monitor this plan; a fine of 100-110 million VND,120-130 million, and 200-250 million respectively applies for failing to construction projects for environmental protection, no test operation of waste treatment facilities of the project; do not immediately stop the operation of the project causing the problem adversely affect environmental quality and public health or reporting wrong results of running environmental protection measures which serves the commissioning phase of the project and do not have report of environmental impact assessment approved under the provisions.
