Brother in a proper Islamic state the imams in masjids and madaris are qualified, appointed by the state and paid a salary. The khutba at Jummah is issued by the Calipha and repeated nationwide.

The reason we have such a flawed understanding of the deen is because we have abandoned such institutes, our molvi are under qualified people, our madaris are run by businesses or charities.
