I believe it is the same in every former communist countries, including African ones like Mozambique or Ethiopia (they are not really communist, but prone to). People used to trust the police as their own family members.

It is cultural, if your culture is from a military tradition, and you join the 'cops' to get the 'bad' guys, these individuals are on 'on' to shoot the bad guys. Like some video game.

If you come from a peace Vietnamese culture, you will want peace and harmony in your work, so you don't shoot first and ask questions later like the first category does.
