In COAS 2014, Imran Khan brought peace proposal with Indian-funded Terrorist-outfit aka TTP to counter the military project brought by General Kiyani. That is on the record. Anything that happened during the COAS meeting is considered as official.
It was at the time that Imran Khan was caught lying misquoting General Kiyani stating that the military operation had 40% chance of succeeding. Later, General Kiyani personally dispel misquoted statement and clarified that the initial military operation can eradicate 40% of terrorism and more military operations are needed to eradicate the rest of terrorism. Imran Khan was caught lying on public. Given his pro-stance on Indian-funded Terrorist-outfit aka TTP for many years, it cannot be coincident why he went to the great length to lie about General Kiyani agenda and found himself nowhere to be found when Indian-funded Terrorist-outfit aka TTP violated peace treaty which Imran Khan personally gave his words for Indian-funded Terrorist-outfit aka TTP.

It was consensus that moved Nawaz Sharif towards Imran Khan's proposal of peace treaty with TTP over the military operation against TTP at COAS. Then, the same consensus that moved Nawaz Sharif to proceed with the military operation after the decision was made for them meaning TTP broke peace treaty clear as sky.
When Nawaz Sharif chose Imran Khan's peace treaty with TTP suggests he had authority to do so, and the same authority that ruled in favor of military operation when the decision was made for them after TTP broke peace treaty on purpose with the blood of civilians again.

Most of water tanks are allocated to elite clubs including Bahria Town whereas are denied to the public sector because water is supposedly free to the public hence denied. High bargain fetch the deal.
