If you are talking about Brahmaputra, the river is massive but it flows through China. They don't have to block the whole river, if the river volume drops by even 50% it will affect India.

The river is the lifeline for northeastern states.

The bangladeshis have their own hoogly river and they have so much water all around that I have surprised they have not mutated into mermaids yet.
