The Brahmaputra has its origin in Tibet and meanders through China, forgot its Chinese name, before it enters Arunachal, then Assam and then into bangladesh. If China erects dams they can control the flow of Brahmaputra or completely block it. Doing either will affect the northeastern region.
India may build many dams in NE but it won't work if there is no river in the first place. As for SCS, I think you meant south china sea, that is a good move but India cannot enforce a blocade on SCS like the chinese can on Brahmaputra.
So your points are invalid.
The name you're looking for is Yarkung Zangbo, we can dams all along this river until nothing left for India. Not only that we can cut Subabsiri and those rivers that pass Bhutan if we want too since Bhutan is not our "diplomatic" friend but we will not do anything to harm Nepal knowing the that rivers such Kosi sourcing from China then merge into Ganges. If we don't care about Nepal we can piss over 400 millions of Indians that use the sacre river GANGES by divert it so Ganges will receive less water and those Indians will not only swim on the poluted Ganges river but on muddy river as well.
