Its unlikely that Modi will waste time with sending Foreign secretaries unless there is something substantial to discuss. Pakistan has been begging for talks via the US channel and other back channels.

Once pressure to talk is established with pakistan, it makes sense to continue with the strategy. Otherwise what is the point of all the pressure we have been applying ?
