Why do they need to risk their reputation when there are an endless supply of donkeys in Pakistan who are happy to sell their allegiance. Horse trading has been cultivated by them for decades for this very reason.

I think the intended receiver of the document was the establishment and could be leaked into the opposition parties as a strong evidence to persuade and show the defectors that their lord (USA) is with them to facilitate fast track horse trading.
