He is dead set on restoring credibility to state institutions, even if it goes against his personal interests. That really is the only way for the country to succeed. The authority and mandate of state institutions must be recognized, otherwise we will continue to go down the rabbit hole.
What I find admirable about his approach is that he is making (and expecting others to make) the first move by respecting state institutions, even if they are currently not fair and just. But by doing this, he is putting the moral burden on the people running these institutions to rectify their behaviour. In the short term, there will be serious problem. But I believe they will change their attitude in the long term.
