Turkey may be better suited to build economic zones near the borders of Afghanistan, but clearly in Turkmenistan and Uzbekistan, where Afghans can come and do business. Influencing the parties in Afghanistan through economics, and a direct link for trade to Europe through Turkic lands (without actually going into Afghanistan militarily) would achieve the goal of influence without the perception of imposition. I.e. The Turkic Corridor. The influence in Afghanistan would be from the regions near Herat (checkmating Iranian influence if the trade and labor opportunities are larger then trade Iran can offer) all the way to near Kunduz, and further inland along trade routes.
The Key will be if Turkmenistan and Uzbekistan are on border, and willing to accommodate the idea, despite the risk of potentially antagonizing Russia.
Economic support will help prevent a new refugee crisis and should help generate funding from Europe to bankroll the idea. So it’s good for the Uzbekistan and Turkmenistan economy. Pakistan on its part can extend the economic zones near the Afghan border to do business there as well, and not have to risk going in. Respecting Afghan Sovereignty while creating a dependency/symbiotic relationship that ensures region stability. Chinese business deals /free trade zones with Tajikistan and the border regions of Afghanistan can help ensure a similar arrangement. To prevent the refugee flows, UN and EU funding could be sought.
The trickle will become a flood for Europe if supporting these kinds of efforts are not done soon.
