It's a figure of speech. There is an Indian song with lyrics "Ab tou Razia ki jaan ghundo mein phass gayi"
meaning "Now Razia's life is stuck in the hands of gangsters/dons!".

So we are referring to India as Razia, and the Don's being the surrounding countries China/Pakistan/Nepal
