But light water reactors uses Uranium-235 as nuclear fuel, and "enriching" the spent Uranium-235 can be used to make a small nuke (given the know-how to make a nuke is available).

Still, even in the 1980s, any nuclear enrichment technology would be very expensive for the Philippines, and could have negative political consequences aside from possibly making the Philippines a nice target for a nuke strike in the old Cold War days.

I doubt if Philiphines would't have intercontinental capability, tactical nukes are fine as last resort of defense and could be used as an EMP too.

The idea of tactical nukes as last resort defense is probably the idea of the supposed nuclear weapons program attempt according to the news article.

Well in few decades will have it but again not a good idea i'm all for nuclear energy not nuclear weapons its stupid weapons system even for a deterrent because everyone wants one and it will just take 100 nukes to destroy detonated anywhere the globe everything according to scientist estimates but if you ask me my arbitrary guess it will just take 40 nukes detonated anywhere can destroy the planet.
