PESHAWAR – Fate of the Khyber Pakhtunkhwa government’s mega transport project hangs in balance as a senior officer of Peshawar Bus-Rapid-Transit (BRT) has resigned from his post owing to issues related to quality and quantity in the project as well as corruption.

An assistant resident engineer, Gohar Muhammad Khan, tendered resignation on Wednesday from his post, saying a huge corruption is involved in the project, Geo News reported.

He, in the resignation letter, wrote, “The contractor has been paid a huge amount for nothing,” which, he said, was something that “needs to be addressed”.

The quality and quantity of the project suffered due to lack of supervision by the consultants and Peshawar Development Authority, he claimed.

He warned that a structural failure could happen at “any time due to poor foundation provided to the BRT and, as a result, casualties and damages can happen at any time in future”.

“The contractor has not yet submitted any schedule for the completion of BRT project nor progress report has been submitted to any concerned department.

“The contractor of the project has [sublet] the entire project to different non-technical people who don’t even know about construction,” he wrote.

Lamenting the lack of coordination, he said: “The engineers were found just to visit the site without any drawing and specifications”.

Khan said that he was left with no option but to resign after the inaction by consultants, Mott MacDonald Pakistan (MMP) or the director-general of the PDA, on his reservations.

BRT Clarification

However, the Peshawar Bus-Rapid-Transit (BRT) management has rejected all the allegations levelled against it by a former engineer as “baseless”.

“[He] did not understand the work [pertaining to the BRT] and the accusations he has made are childish,” the management said in its statement.

Prototype Bus Finally Reaches Peshawar

One of 12-meter long 155 prototype buses, which will be run on the main BRT corridor, finally reached Peshawar on Tuesday night.

A statement issued by TransPeshawar said that the buses were hybrid and powered by both diesel and electricity. It added that the buses were environment-friendly and tended to reduce carbon emission in the city.

Sources said the government paid around $24,000 fare for the transportation of the bus so that Chief Minister Pervez Khattak could inaugurate it. Ealier, it was inaugurated on May 20.

Sacking of CEO

The delayed delivery of the prototype bus recently led to the sacking of the chief executive officer at the TransPeshawar, the provincial government-owned company tasked with operating the BRT service.

Earlier this month, three officials – Chairman Board of Directors of TransPeshawar Javed Iqbal, Chief Finance Officer Safdar Awan and General Manager Operations and Market Development Mohammad Imran Khan -resigned after the KP Chief Minister Pervez Khattak fired the chief executive officer last month.

Khattak’s cabinet removed Chief Executive Officer TransPeshawar Altaf Durrani in April for his failure to procure the fleet of buses for the transit system and its delivery during the incumbent government’s tenure.

i would rather trust the asian bank satisfaction level rather than couple of engnr..the always hold an independent third party audit

Corruption is so ingrained that it is just natural to be corrupt in Pakistan.
People in power are eating the country from within , and there is not a single leader capable to lead this nation.
This is what happens when democratic institutions are continuously kept weak in a country.

With the project falling behind its deadlines — described by some as “impossible” — Khattak tried to pull a fast one by seeking to inaugurate the first part of the project, Reach-1.

In this too, however, he failed with work on the project extending beyond May 28, the last day of the Pakistan Tehreek-e-Insaf (PTI) government.

In a statement issued on Wednesday by the TransPeshawar — the urban mobility company which will operate the buses —the bus which arrived on Wednesday is 12-metres-long.

TransPeshawar aims to purchase as many as 220 buses for the project. Of these, 155 will be 12-metres-long while 65 will be longer variants, at least 18-metres-long, which are expected to ply through the main corridor of BRT as well as on the direct service (feeder) routes of Peshawar BRT Project.

“I am glad that finally after a lot of struggle, the prototype bus makes its way to Peshawar,” stated Shahzad Khan Bangash, the additional chief secretary of K-P and chairman of the TransPeshawar board of directors.

“This is just a demo version which has been already tested in China but we need to conduct additional testing as per conditions in Peshawar,” he added.

BRT’s reach-1 gets new deadline

TransPeshawar further said that the buses are hybrid — which means they can run on diesel as well as electric power. Moreover, the buses are environment-friendly and tend to reduce carbon emissions.

According to Asian Development Bank estimates, the Peshawar BRT will reduce 31,000 tonnes of Co2 emissions after implementation when compared to the existing transport system of Peshawar.

Further, these buses are wifi-enabled with AVL (Automatic Vehicle Location) facility –to track the real-time location of a bus.

A significant feature of BRT buses is Universal Access System (UAS), which is a key factor used to globally evaluate BRT systems.

With low floor and ramps, the BRT buses are capable enough to handle people with disabilities.

As per cultural needs of the region, the buses also sport separate compartments for women.

This is election time and PMLN is expert at such gimmicks of smear. PMLN is a badmaash party and it never runs an election campaign but a smear campaign slandering its rivals.

Inexperienced and sincere PTI is much better than experienced and corrupt PMLN.

The project has nothing to do with the Govt. The project is finalized, contracts, agreements, under construction to run everything done by Asian Development bank. This project is not done by Govt like Lahore, Rawalpindi/Islamabad and Multan Metro.

Shahbaz made 3+ Metro bus projects in Lahore, Islamabad and Multan etc etc

I seriously doubt anything worthwhile change in Lahore or Punjab by IK & PTI !!

Why is this engineer writing to Chief Secretary KPK as this is ADB funded, he seems to be a contractor employee and not a government one...

Cost has also increased by 40% to 69.3 Billion
There has been further increase in the Routes of the REACH-2 and REACH -3 as per my knowledge...As i have seen this project on ground...

Apart from the 26 km BRT route there are another 54 Km's of Roads to be upgraded...This Project is the upgradation of all the Transport Routes of Peshawar, not just the BRT Route.

SS/PMLN gained a vast experience in such projects, at least KPK government to consult them before starting such projects.

There has been further increase in the Routes of the REACH-2 and REACH -3 as per my knowledge...As i have seen this project on ground...

Apart from the 26 km BRT route there are another 54 Km's of Roads to be upgraded...This Project is the upgradation of all the Transport Routes of Peshawar, not just the BRT Route.
Yet expensive 70 billion
