Short answer.: The UN doesn't represent religions. It represents countries.

This is very difficult to understand for people who look at everything from religious lens.

Islamic state is a better candidate than Pakistan, since it is the new caliphate and hence represents all muslims.

UNSC seat is with the winners of WWII. There are far more worthy candidates then Pakistan.

Countries that do deserve a permanent seat require themselves to be running on a stable system of governance regardless of what it is for a long time. Considering that Pakistanis cannot decide what they want to be governed with there is no point on putting a seat on the security council when the representative itself would be unsure if they truly represent the people of Pakistan or not.
