Luxury remittance can be stopped, but i agree can't stop completely. Especially with joblessness, people at home are dependent on overseas income.
I would say that is the very exemplification of a captive population, hence the government's confidence in relying on the remittances. The problem remains that the hard currencies that come in for this captive population generates its own demand for imported goods, both by legal and illegal channels, and prices real estate and other goods out of the range for those who earn in local currency, thereby creating huge distortions in the markets and social resentment. The only proper solution is to generate hard currencies by increasing exports, a goal that has consistently eluded all governments over decades.
