Meanwhile, Maryam baji have disturbed the hornets nest by those tweets aimed at journalists involed in Panama leaks. They are truly dragging her through mud and providing documents online that can be damaging. If the suicide mood continues may be they will send all those to SC :P.

SECP gives 291 names for JIT: Who will be the chosen “diamonds”?

The Securities and Exchange Commission of Pakistan (SECP) has indicated that it will forward the names of all of its 291 officials of grade 18 and above to the Supreme Court for selection of the Joint Investigation Team (JIT) to investigate allegations against the Prime Minister and his family stemming from the Panama Papers.

SECP Chairman Zafar Hijazi informed the Senate standing committee on finance of his decision in a meeting on Tuesday.

“We have decided to forward the names of all the officers of grade 18 and above to the Supreme Court so that there is no confusion. What can we do?”

Mr. Hijazi had been asked by the Chairman of the committee Senator Saleem Mandviwalla to brief the meeting on it. “We want to know the reasons why the names forwarded by the SECP and the State Bank have been rejected by the court,” he said.

Mr. Hijazi stated he was not aware of the reason why the court had rejected the names proposed by the SECP.

He added, “We have decided to forward the names of all the officers of grade 18 and above to the Supreme Court so that there is no confusion. What can we do?” There are 291 officials of that cadre in the commission. This statement brought bewildered expressions on the face of all present. Mr. Mandviwalla asked, “How would they select the right person from such a huge list?”

All members remained silent except for Senator Kamil Ali Agha who quipped, “This is not a problem, as selecting a diamond is easy due to its unique shine.”

Previously, the special bench of the Supreme Court (SC), which will be overseeing the implementation of the Panama Papers case verdict, rejected the nominees put forth by SECP and State Bank.

He was alluding to the statement made by Justice Ejaz Afzal of the Supreme Court that members of the JIT needed to be known for their integrity like a diamond.

The committee chairman maintained his calm by containing his smile and saying, “Alright, let us continue with the agenda.”

The special bench of the Supreme Court which will be overseeing the Panamagate investigation has finalized the Joint Investigation Team (JIT) that will be conducting the inquiry. The officials selected are:

Federal Investigation Agency:

Additional Director General (immigration) Wajid Zia, a grade 21 officer, will head the JIT. Mr. Zia has worked for the Intelligence Bureau, Motorway Police, and Economic Crimes Wing of the FIA. He as previously been a part of the team that probed the Haj scam.

State Bank of Pakistan:

Mr. Amer Aziz is currently the managing director of the National Institute of Banking And Finance (NIBAF).

Security and Exchange Commission of Pakistan:

Mr. Bilal Rasool is an executive director of the SECP. He is currently working in the media and corporate communications and translation department at the SECP secretariat.

National Accountability Bureau:

Mr. Irfan Naeem Mangi, an officer in grade 20, who is currently serving in Quetta as the director general of NAB, Balochistan.

Inter-Services Intelligence:

Brig. Nauman Saeed heads one of the internal security branches in the ISI. He is known for his expertise in conducting inquiries

Military Intelligence:

Brig. Kamran Khurshid was member of a recent inquiry commission along with Brig Nauman Saeed.

The JIT tasked with probing the alleged financial wrongdoings of the Sharif family resulting from the April 20 Supreme Court verdict in the Panamagate case has asked for the complete record of the 17-year-old Hudaibya Paper Mills scam from the National Accountability Bureau.

In 2014, the Lahore High Court quashed the Hudaibya Paper Mills reference against the Sharif family giving the reason that NAB had not given a proper opportunity to the Sharif family to join the investigations and justify their assets

Sources in NAB have revealed to the media that the six-member JIT has asked the bureau to provide a complete record of the Hudaibya Paper Mills case. Examination of this case could be damaging to the Sharif family, legal experts believe.

The apex court in its April 20 verdict gave the JIT power to examine evidence and material, if required, already available with the FIA and NAB which could in any way be linked to the possession or acquisition of the London flats or any other of Sharif family’s assets or monetary resources and their origin.

In 2000, NAB had accused Prime Minister Nawaz Sharif and his family of receiving over Rs1 billion “through illegal and fraudulent means” and had stated that they should be tried under anti-corruption laws, documents submitted by NAB before the Supreme Court on Monday reveal.

The 2000 NAB proceedings came to light when the bureau’s prosecutor general, Waqas Qadeer Dar, submitted two references related to the Hudaibya Paper Mills scam and ‘illegal’ construction of the Sharif family’s Raiwind estate before the apex court.

In 2014, the Lahore High Court quashed the Hudaibya Paper Mills reference against the Sharif family giving the reason that NAB had not given a proper opportunity to the Sharif family to join the investigations and justify their assets. NAB did not challenge the LHC decision in the Supreme Court.

Hudaibya Paper Mills scandal

According to documents from the 2000 NAB case Prime Minister Nawaz Sharif, his daughter Maryam, father Mian Muhammad Sharif, brothers Shehbaz Sharif and Abbas Sharif, Abbas’ wife Sabiha, Nawaz’s son Hussain and Shahbaz’s son Hamza, had been accused of being involved in money laundering.

NAB’s former chairman Lt Gen Khalid Maqbool in his statement to an accountability court sad that “All accused persons in collusion and with the connivance of each other appear to have committed acts of corruption and corrupt practices as defined under Section 9 read with Section 10 of the NAB Ordinance,”

It is interesting to note that NAB had excluded the name of current Finance Minister Ishaq Dar in its final reference in the Hudaibya Paper Mills case because he had recorded a confessional statement.

NAB, in its final reference, implicated the Sharif family of making fraudulent accounts and deposits which they used as collateral to obtain loans from various financial institutions.

The joint investigation team (JIT) charged with investigating the alleged financial wrongdoings of the Prime Minister by the Supreme Court verdict in the Panama Papers case has asked for the asset declarations of Prime Minister Nawaz Sharif and his son-in-law retired Captain Mohammad Safdar from the Election Commission of Pakistan (ECP).

The JIT formally commenced the summoning of relevant documents after the member from NAB joined them on Thursday.The member in question had previously been missing, he was said to be abroad.

The apex court has empowered the JIT to summon Prime Minister Sharif and both his sons when it is deemed necessary.

Reportedly, the JIT wrote to the ECP and sought the asset declarations of PM Sharif from 1999 however, the ECP replied by stating that it could not provide those records since the law making submission of asset details to the ECP mandatory was introduced in 2002.

Nawaz Sharif was sent into exile after the military coup of 1999 and did not contest in any elections until 2013 hence the ECP did not have details of his assets until that year. The ECP had compiled a report of the PM’s assets from 2013 to 2016.

According to the JIT’s terms of reference laid out by the Supreme Court, it is mandated to investigate queries which include.

  • How the Gulf Steel Mill come into existence?
  • What led to its sale?
  • What happened to its liabilities and how did they reach Jeddah, Qatar and the UK?
  • Whether Hussain and Hassan Nawaz had the means in the early 1990s to purchase and own the London flats?
  • Whether the sudden appearance of the letters of Hamad Bin Jassim Bin Jaber Al-Thani and their content is a myth or a reality?
  • Who, in fact, is the real and beneficial owner of the Nielsen Enterprises Ltd and Nescoll Ltd?
  • How did Hill Metal Establishment come into existence?
  • Where did the money for Flagship Investment Ltd and other companies set up/taken over by the son of the PM come from?
  • Where do the huge sums gifted by Hussain Nawaz to Nawaz Sharif come from?
The apex court has empowered the JIT to summon Prime Minister Sharif and both his sons when it is deemed necessary.

The team has already begun scrutinizing documents including records of Hudabiya Paper Mills corruption case. The SC has authorized the JIT to examine all past evidence which may be available with the FIA or NAB.

Mr. Dar is an old loyalist of the Sharif family. He started his career as a clerk in the family’s Ittefaq Group and his rise was propelled due to his connections with the Sharif family
