You cannot buy dollars by using rupees. This is not how forex works.
You use rupees for your internal economy and trade. Foreign currencies come only via Export of Goods and Services and Foreign Remittances. You Export, your treasury receives Dollar from the person you are exporting, Your State bank pays rupees to you at the set exchange rate and keeps the Dollars in reserve.
You import, You pay Rupees to your Government which converts your rupees at exchange rate FROM the reserve it has and pays to the person you are importing.
Value to Rupee to dollar is decided by government to keep at a level that is suitable with demand of Foreign currency by the locals.

govt should not provide dollar payments for imports of unnecessary items.I think there are significant amount of dollars currently kept by public which govt can buy to improve reserves and my meaning is for that amount of dollars which public and exchange companies currently have with in their treasury

This issue is already being fixed as Pakistan is building a large border fence at the Afghan border. Afghanistan has complained, but when they let terrorists run all over the border and turn a blind eye, they have zero right to complain.
If ISI is still producing terrorists, then shame on them, but Pakistan has massively settled down now. The vast majority of the country is safe for tourism and visitors. Most of the problems now are economic-India is up to it's same old games, trying to export terrorists to destabilize Pakistan. Not going to happen now.

Good question. Ill ignore the usual PTI rude insult. Never thought so many Pakistanis were raised in such vulgar homes.

But you raise a good point. I actually do produce something of value. I have a highly specialized skillset that allows me to earn a very good living. Same for my wife and siblings. If Pakistan took a page from the Philipines and trained healthcare workers in mass numbers, taught them English and sent them to the west you would have an export commodity.

Keep on insulting people though eventually if PTI doesn't get the hint that the nation expected them to deliver, theyll be facing NAB as well.
