REQUEST FOR PROPOSALS FOR Tender No. 6(601)

Consultancy Services for Design Review and Construction Supervision of Construction of Kheshgi Interchange on M-1 Motorway

1. The National Highway Authority intends to hire/ engage a Consultant (Engineering Organization/ Firm) for Consultancy Services for Design Review and Construction Supervision of Construction of Kheshgi Interchange on M-1 Motorway.

2. Proposals are invited from reputable Consultants (Engineering Organizations/ Firms) having valid Pakistan Engineering Council (PEC) registration certificate in relevant field alongwith enlistment on active Tax Payer List of Federal Board of Revenue and the detail eligibility criteria mentioned in the RFP documents.

3. RFP documents can be downloaded from NHA's website www.nha.gov.pk free of cost or the same can be purchased from the office of General Manager (P&CA), NHA-HQ, Islamabad during working hours and working days on written request of firm's letter head accompanied with pay order/ demand draft amounting to Rs.1,000/- (nonrefundable) in favor of National Highway Authority.

4. Pre-Proposal Conference will be held on 7th March, 2023 at 1100 hours in the NHA Auditorium (HQ) Islamabad.

5. Procurement will be carried out by adopting "Single Stage Two Envelops" procedure. The Proposals complete in all respects, in accordance with the instructions provided in the RFP document, in sealed envelopes should reach on or before 21st March, 2023 at 1130 hours in the office of General Manager (P&CA), NHA, HQ, 28-Mauve Area, G-9/1, Islamabad and be clearly marked "Consultancy Services for Design Review and Construction Supervision of Construction of Kheshgi Interchange on M- 1 Motorway".

6. Consultants are required to submit their proposal strictly in accordance to Instructions to Consultants (ITC), Data Sheet of ITC and RFP Notice. Proposals must be prepared in hard book binding form to deny the possibility of addition or removal of page(s).

The technical proposals shall be opened on the same day at 1200 hours, whereas the financial proposals of the technically qualified firms shall be opened after finalization of technical evaluation. Other details are provided in the RFP.

8. The Firms/Consultants providing unsubstantiated and/or incorrect information are liable to legal action and/ or disqualification.

9. This advertisement is also available on NHA & PPRA websites.

10. The Authority reserves the right to reject all the proposals as per PPRA Rules.

NHA Chairman Capt. (Retd.) Muhammad Khurram Agha presided over the Board meeting which deliberated on the 2nd revised PC-I for the construction of the LSM Link Highway (4-Lane) Connecting LSM to Narang Mandi and Narowal (73 Km) and recommended it for CDWP/ ECNEC.

Is that a large boulder on the road?

Btw, any update on the M-6 (Hyderabad-Sukkur)? In the short term, with all that has been invested into the motorways, completing the final leg of the primary corridor should speed up exports.

Perhaps, NGOs can organize to pay unemployed Pakistanis to build as much of it as possible manually. Lowering the cost to the state when it will need to be completed.

Long term, transferring as much to rail transport is ideal to lower freight costs and extend the life of the roads. Heavy trucks cause 98% of the wear and tear on American highways. I’m sure it is probably similar in Pakistan.
