The claims we reject are that ISI orchestrates terrorist activities. The terrorism is done by out of control elements, not those controlled by ISI.
You can blame Pakistan for losing control of its assets, but not for deliberately causing terrorism.
Interesting.....
Assuming Afghan Taliban to be construed as Terrorist, lets review:
A (The good old taliban)
According to Pakistani Afghanistan expert
Ahmed Rashid, "between 1994 and 1999, an estimated 80,000 to 100,000 Pakistanis trained and fought in Afghanistan" on the side of the Taliban.
Peter Tomsen stated that up until 9/11 Pakistani military and ISI officers along with thousands of regular Pakistani armed forces personnel had been involved in the fighting in Afghanistan.

Can a nation mobilise 100K people from their country without complcity of Military, if yes, then the situation is quite dire in pakistan...
B (
consulte shonsulate)
Assuming Suicide Bombing on a Foreign Consulate is classified as terrorism in Pakistani judicial system.
The Indian Consulate General in Jalalabad was attacked by terrorists in 2007. According to Afghanistan's National Directorate of Security, individuals arrested by the Afghan government stated that the ISI was behind this attack and had given them Rs 120,000 for the operation.

C (ISI's Assam Tea)
Assuming ULFA and terror organisation in Assam are militants,
According to the Institute for Conflict Management, of the 36 extremist groups operating in
Assam against Indian interests, the ISI sponsors the
Muslim United Liberation Tigers of Assam and the
United Liberation Front of Assam, wonder Why?

D (The remnants of good ol taliban)
Assuming that remnants of Taliban are terrorists.
American officials believe members of the Pakistani intelligence service are alerting militants to imminent American missile strikes in Pakistan's tribal areas. In October 2009, Davood Moradian, a senior policy adviser to foreign minister Spanta, said the British and American governments were fully aware of the ISI's role but lacked the courage to confront Islamabad. He claimed that the Afghan government had given British and American intelligence agents evidence that proved ISI involvement in bombings.
