A woman in Pakistani-administered Kashmir has taken the unusual step of publicly accusing the intelligence services of kidnapping her husband.

It is thought that Qazi Khushal was abducted because he renounced the insurgency in Indian-administered Kashmir in the mid-1990s.

The uprising - analysts say - has always been supported by Pakistani intelligence who do not want it to end.

But an intelligence official said he was "not aware" of the case details.

Qazi Khushal was, according to his wife, arrested near an army post two weeks ago and has not been since since.

While such kidnappings are believed to be commonplace in Pakistani-administered Kashmir, few if anybody affected by them has dared speak out so stridently and so publicly.

This is believed to be one of the first times that the intelligence agencies have been directly accused of carrying out such a crime.

Few cases are reported to the police - or challenged in the courts - because people are fearful that they or their relatives may be harmed as a result.


The claims have been made by Shahnaz Akhtar, 35, a school teacher who lives in a refugee camp near the regional capital Muzaffarabad.

She told the BBC that her husband disappeared the day after his arrest, when he was brought to a hospital in the city for a "heart condition".

Ms Akhtar said that her husband was returning to Muzaffarabad on his motorbike when he was arrested at an army checkpoint.

"A friend of my husband's rang me up to tell me my husband had been admitted to a hospital," Ms Akhtar told the BBC.

"I went to the hospital and walked right up to his bed but some men in plain clothes rushed towards us and stopped us from talking to each other. They pushed me out of the ward," she said.

"I went there again the next morning but his bed was empty. No-one has told me what happened to him or where he was taken."

Muzaffarabad Deputy Commissioner Ansar Yaqoob said that he was "not aware of the case" and could not comment.

The couple crossed into the Pakistani side of Kashmir from Indian-administered Kashmir in 1990, when the separatist insurgency there was at its height.

Dug up the mass graves ..proof conviently buried by GOI in mass graves.Hai himmat to dug those up. your refusal to do dna testing shows india is truly guilty and hence lot to hide in kahmir.

you are repeating the same like a broken record....the final point is......according the logic of the pakistanis here its upto the accuser to provide the proof....not the job of the defendant....so india need not do anything....ask your dear geela-ni to do the dna testing and provide us the proof......

@ajtr: Bro, If some one come ahead and say the dead in grave is my relative then govt can go for DNA test. DNA test is not like blood test, It take lakhs of rupees to conduct DNA test. Just imagine how much it will cost for 6000 dead body.


And moreover those graves belong to Pakistanis , who sneaked to india and terrorise poor people. If you feel that one of them is ur frnd, you are welcome to come and claim that body...

In Kashmir, families of missing people move human rights panel

Srinagar: More than 500 families of missing persons in Jammu and Kashmir have filed cases before the state Human rights panel seeking that DNA tests be conducted on the thousands of unmarked graves in northern Kashmir.

This comes after the Jammu & Kashmir government refused to exhume bodies in unmarked graves and carry out DNA profiling to ascertain their identity.

The state government told the human rights panel that their investigations concluded that all the people buried in unmarked graves are terrorists - both local and foreign militants.

But what has shocked the relatives of missing citizens is that the government has offered no proof, not even photographs of those buried in these graves to corroborate their conclusion.

Last year, an investigation team of the state Human Rights Commission, after a three-year probe, had found out more than 2000 unmarked graves in north Kashmir, rekindling hopes of families of people who had gone missing in the Valley.

Chief Minister, Omar Abdullah had supported the call for Truth & Reconcilliation Commission and the DNA profiling of bodies in thousands of unmarked graves in state and has asked relatives of people who have disappeared to give blood samples to see if there is a match with bodies buried in these graves.

However on Tuesday, The 28 page report submitted by the government has put onus on victim's families to identify the graves of their missing relatives and only then government would exhume the bodies and carry out DNA tests and profiling.

Relatives say this is an impossible task.

Over the years, thousands of people have disappeared in Jammu and Kashmir, never to be seen again and human rights activists allege that many of these people were eliminated after they taken into custody and may well have been buried in unmarked graves. They have sought that these graves be dug up so that DNA samples can be matched to those from the families of missing people.

The state Human Rights Commission had also recommended the formation of an independent and structured body to look into all aspects of unmarked graves in the state.

The action in Pakistani Occ upied Kashmir is becoming more and more interesting lately. Much more news of Sectarian killings, acts of terror and missing person accusations ala Balochistan are now trickling out.

Keeping a lot of attention of PA diverted towards afghanistan seems to be paying its dividends for India. Stuff like EU Parliment's report on Kashmir and the slip up that almost got Kashmir off the UNSC agenda are all indicative of diverted attention.

To me it seems Pakistan has been tricked into overly worrying about Indian presence in Afghanistan so much so that it is slowly taking the eyes off the ball in Kashmir.. ;)
