There is little point in acquiring the SOM. Pakistan can re-utilize the material resources and expertise developed for the Ra'ad to make a "Ra'ad Lite" - a smaller and shorter-legged ALCM shouldn't be a big deal. It really depends on whether such a weapon provides the value of its cost.
If a hypothetical "Ra'ad Lite" is to mirror the SOM, then the SOM has to make due with a 230 kg warhead. You're really just asking for range with a Ra'ad Lite, not much else. It would be better to figure out integrating the Ra'ad and Ra'ad II onto the JF-17 so that the JF-17 can get that long-range and hard-hitting capability.
That said, a "Ra'ad Lite" with a 200 kg warhead and 280 km range with an optional imaging infrared (IIR) seeker (for moving targets such as ships) would be a nifty thing to offer for export.
