Pakistan violates ceasefire along International Border in Jammu

A civilian was killed while over a dozen others were injured when militants lobbed a grenade on a CRPF vehicle in Jehangir Chowk area near city centre on Thursday evening.

Police said the militant hurled a hand grenade at a passing vehicle of the CRPF near Jehangir Chowk, which missed the intended target and exploded on the road. As the area is close to the commercial hub Lal Chowk, there was a huge rush of people and 15 people received splinter injuries due to the blast.

The injured were immediately shifted to hospital for treatment, where one of them succumbed while the condition of three others is stated to be critical. Some autos and other vehicles were also damaged in the blast.

Police said the militant who threw the grenade was also injured in the incident. "Some miscreant tried to throw a grenade on the deployment but reportedly it exploded close to him and he (miscreant) is injured," SSP Srinagar Imtiyaz Parray tweeted.

The site of the blast is close to the Civil Secretariat which houses the offices of the chief minister, her cabinet colleagues and all top bureaucrats. Earlier on Wednesday, militants lobbed a grenade on Police station Shopian in south Kashmir which didn’t explode.

This was the second grenade blast in Srinagar city in less than a month's time in which civilian casualty happened. On August 13, a civilian was killed after militants hurled a grenade at a police blockade near Budyari Chowk, Dalgate in Srinagar. Militants have been using grenade attacks frequently against the security forces in the last few months.

On June 13, a series of five grenade attacks rocked southern Kashmir in which eight CRPF personnel and four policemen were injured.

Earlier on Wednesday, suspected militants lobbed a grenade on Police station Shopian which didn’t explode. An FIR has been lodged in this regard and investigation is underway.

The number of terror camps and launch pads across the Line of Control (LoC) in Pakistan- occupied Kashmir have gone up and around 475 militants are waiting to sneak into the Indian side, northern Army commander Lt Gen Devraj Anbu said on Thursday.

Internally, he said the NIA raids on separatists and the killing of top militant leaders by security forces have helped in improving security situation in Kashmir.

He said 144 militants have been killed in the state so far this year and the situation is “well under control”.

Gen Anbu said there have been a large number of infiltration attempts along the LoC in J&K this year but “very less” have been successful.

“We cannot tell you the exact number of the militants. But the militants, who are waiting to cross over to this side (via the LoC from Azad Kashmir) are nearly 250 in north Kashmir and around 225 in south of Pir Panjal (Jammu region),” said the General Officer Commanding-in-Chief (GoC-in-C) of Northern Command.

He was responding to questions from journalists after presenting gallantry and distinguished services medals to 103 army officers and jawans and certificates of appreciation to 31 units apart from 31 civilians at an investiture ceremony at the Northern Command headquarters here.


Gen Anbu said the security situation along the LoC and in the hinterland in well under control.

“We are firmly in control of the situation along the LoC... (the number of) launching pads and terrorist camps along LoC has increased as compared to the previous years,” he said.

“While infiltration attempts have increased, the success to infiltrate has been much less than previous years despite large number of infiltration attempts. That is because of our robust counter-infiltration grid that we have on LoC,” he said.

“The (number of) militants coming to this side have decreased to a large extent this year,” Gen Anbu said.

According to Multi Agency Centre (MAC) of intelligence gathering, the number of militants who have managed to infiltrate is 75 during the last eight months, he said, adding, “But according to our assessment, it is 45 to 50.”

He said the Army has created a “strong deterrence” at the LoC so that militants do not enter the Indian side.

“While attempts are more, we are preventing them from entering this side, whether in Kashmir valley or Jammu region,” the Army commander said.

About the input of a group of militants having sneaked in via Samba, he said all agencies are closely watching that. “If it manifests somewhere, we will get to know,” he added.

“The situation along the LoC and in hinterland is under control,” he said.

He said the NIA raids aimed at choking funding to separatists, “which has got direct link to terrorism in Kashmir, compliments the security operations” of forces.

“Administration (in J&K) is good. We have been able to eliminate terrorist leaders and it is complimented by the choking of funds by NIA raids. All this will have a deterring effect on the youth who are likely to become part of agitation dynamics. It has come down drastically,” he said.

“What was in November-December last year and what is now - there are very few incidents that take place. There is now a token number of persons who are on the ground as they have realized (futility of terrorism). It is only now handful people who are into this,” he added.

Regarding the issue of protests, he said, “Agitational dynamics does not mean that each and every person comes to streets and their heart and soul is into it. There is an upward curve. The government in power and security forces get to top of it.”

The Army commander said elimination of the leadership of terrorists has brought down incidents and recruitment of the local terrorists.

“It (local recruitment) happens when the terrorists have an upper hand. The youngsters in the age group of 16 to 18 get moulded by the terrorists and separatists to join the ranks,” he added.

“This is what we need to look at. The number of the locals militants joining ranks have been constant in last year years including this year,” he said.

About the militancy situation in the hinterland, Gen Anbu said, “It is improving. Those (militants) who are operating in the hinterland are foreign terrorists in north Kashmir and south Kashmir has presence of local terrorists more and foreign terrorists are lesser.”

He said the security forces are trying to dominate the south Kashmir region.

“We conduct searches keeping in mind that we do not cause any inconvenience to local people. That is where we get information from and warn them in advance. We conduct operations and they (operations) are clean. After the operation, we keep interacting with people so that they are on our side. This has had very good effect in south Kashmir,” Gen Anbu said.

“We have killed 100 militants in the past four months. A total of 144 militants have been killed so far (in Kashmir this year),” he said.

“The effect of what is happening now will menifest in a couple of months from now. But there is decrease in local youth getting recruited,” he added.

The Army commander strongly batted for reaching out to the youth of Kashmir.

“The issue that needs attention is that you need to engage the youth and the state government and everybody has to play a part in ensuring employment generation and positive security environment is created by the security forces and it will get controlled,” Gen Anbu said.

Army commander said no footprint of militants has been seen in the Jammu region.

“There is no militant presence in Jammu region. May be there will one odd such report and that too due to any infiltration. But there is no resident terrorist or presence of foreign terrorist in Jammu region,” he said in reply to a question with regard to presence of the militants in the region. PTI AB AKK

The National Investigation Agency (NIA) raided 11 more locations across Jammu and Kashmir and Gurgaon on Thursday in connection with its probe into the cross-border funding of separatist activities in the Valley.

The anti-terrorism agency had searched 27 locations across Kashmir and Delhi the previous day, an exercise that drew praise from northern army chief Lt General Devraj Anbu. According to the military head, raids have helped stabilise the situation in the Valley.

Among the people raided were GN Sumji, a leader of the pro-Pakistan faction of the Hurriyat Conference; prominent separatist Shia leader Aga Syed Hussain Badgami, who is part of the Hurriyat’s hardline faction; Razzaq Chaoudhary and Zameer Shiekh, two close aides of separatist Shabir Shah; and chartered accountants of businessman Zahoor Watali, who has already been arrested by the NIA.

“Details of fixed deposits amounting to over Rs 1 crore and lots of incriminating material – such as financial records, property-related documents and electronic devices – were seized during the raids,” said an NIA spokesperson.

The suspects were also questioned in this regard, he added.

In June, the NIA registered an FIR against unnamed Hurriyat leaders, members of the all-woman separatist group Dukhtaran-e-Millat, and associates of Pakistan-based outfits Hizbul Mujahideen and Lashkar-e-Taiba for taking money from alleged Mumbai terror attacks mastermind Hafiz Mohammed Saeed. Eight people – including Altaf Shah Fantoosh, the son-in-law of hardline Hurriyat leader SAS Geelani – were arrested a month later as part of a broader investigation into allegations of cross-border funding of last year’s unrest in the Valley, which left over 100 dead.

Meanwhile, the NIA raids found a glowing endorsement in Lt General Anbu – who attested to a marked improvement in the Kashmir situation ever since the central probe agency went on the warpath. “The choking of cross-border funding by the NIA will have an effect on the agitational dynamics of terrorism as well,” he said, adding that stone-pelting incidents have already started decreasing across the Valley.

The northern army chief also claimed that last year’s surgical strikes on terror camps across the LoC had sent the message that India can hit out at its opponents “whenever and wherever it wants to”.

“Through the surgical strikes, we wanted to drive home the point that the LoC is not a line that can’t be breached. We will breach it whenever we want, and we can go across and strike whenever we need,” Anbu said after attending an investiture ceremony in Udhampur.

The Lt General said around 475 ultras were waiting to infiltrate into north and south Kashmir from the other side of the India-Pakistan border. “A large number of terrorist camps and launch pads still exist across the south and the north of Pir Panjal. Their numbers are only increasing,” he added.

Speaking on the Kashmir situation, Anbu said the intensity of the Army operations can be gauged from the fact that over 100 ultras have been killed in the last four months. He claimed that while no militant or terror sympathiser has been spared, security personnel have tried their utmost to prevent civilian casualties.

The military chief, however, maintained that the Kashmir issue cannot be resolved through armed means. “It can happen only if the state and central governments continue working in tandem, like they have been doing,” he said.

Answering a question, the Army head ruled out the possibility of a “Doklam-type stand-off” in Ladakh. Though Anbu admitted to differing perceptions regarding the line of actual control (LAC), he said India and China have several border mechanisms in place to resolve problems emanating from incursions and face-offs.

He said India has ramped up defence infrastructure on its side of the LAC over the last 10 years, although Beijing admittedly has a head start. “We are looking at building all kinds of infrastructure, from helipads to air strips and roads. We are making great strides there,” the Lt General added.

Union Home Minister on a 4-day visit to Jammu and Kashmir beginning tomorrow

The Union Home Minister Shri Rajnath Singh will be on a 4-day (September 09-12, 2017) visit to the state of Jammu and Kashmir (J&K) beginning tomorrow. He will be accompanied by the Union Home Secretary Shri Rajiv Gauba and senior officers of Ministry of Home Affairs (MHA).

During his visit to J&K, he will meet the Governor Shri N. N. Vohra and Chief Minister Ms Mehbooba Mufti. He will also review Prime Minister’s Development Package and security situation in the state.

Shri Rajnath Singh will meet various delegations at Srinagar and Jammu.

He will also interact with J&K Police jawans, CRPF & BSF jawans in the state.

Two policemen were injured on Friday as security forces tried to control a mob of youths pelting stones in south Kashmir’s Anantnag town, who also torched a police vehicle.

“A police vehicle was torched by miscreants. Two policemen were injured while controlling the mob. The situation is under control now,” police said here.

The protest broke out after the Friday prayers on the issue of alleged persecution of Rohingya Muslims in Myanmar.

When security forces tried to break the protest, angry youths clashed with them.

Home Minister’s four-day visit to the State begins on Saturday

Home Minister Rajnath Singh said on Friday he was going with an “open mind” to Jammu and Kashmir and was ready to meet anyone who wishes to interact with him.

Mr. Singh will be on a four-day visit to the State from Saturday, spending two days each in the Kashmir Valley and Jammu.

He will travel to Srinagar, Anantnag, Jammu and Rajouri and meet civil society members, leaders of political and social outfits, business leaders and others.

After a terrorist attack on Amarnath pilgrims in July, Mr. Singh while replying to an abusive tweet had said that “all Kashmiris were not terrorists.”

In his Independence Day speech, Prime Minister Narendra Modi had asked to embrace the Kashmiri people.

Review of works
A Home Ministry statement said that during his visit, Mr. Singh would meet Governor N.N. Vohra and Chief Minister Mehbooba Mufti. He will also review the works related to the Prime Minister’s development package of ₹80,000 crore announced in 2015 and the security situation in the State, the statement said.

In Anantnag, Mr. Singh will interact with the personnel of the Jammu and Kashmir Police, the CRPF and the BSF, who have been in the forefront of the anti-militancy operations in the State.

On Sunday, Mr. Singh is expected to attend a comprehensive security review meeting with the Chief Minister and the top brass of the Army, CRPF and the J&K police.

Mr. Singh would also interact with college students in Srinagar to get their views on the Kashmir situation.

The Home Minister will address a press conference in Srinagar on Monday before leaving for Jammu. He will also visit a camp of the BSF in Rajouri.

Interaction with Pandits
In Jammu, he will meet stakeholders including traders, migrants, Kashmiri Pandits and representatives of communities including Gujjars and Bakarwals.

Mr. Singh had said on August 19 that a solution to the Kashmir problem, besides terrorism, Naxalism, and the northeast insurgency will be found before 2022.

Former Prime Minister Manmohan Singh, who heads the Congress policy planning group on Kashmir, will also lead a team of party leaders to Jammu and Kashmir next week for discussions on the current situation with party workers and “like-minded” groups.

An unidentified militant was on Saturday killed in an encounter with security forces in Sopore township of north Kashmir’s Baramulla district, police said.

Acting on specific intelligence input about the presence of militants in Reban area of Sopore, security forces launched a “cordon and search operation” this morning, a police official said.

When the forces were conducting the search operation, militants opened fire upon them following which the security personnel retaliated, triggering an encounter in which one militant was killed, the officer said.

The identity of the slain militant was being ascertained, he added.

The operation was still going on, he said.

As Union Home Minister Rajnath Singh arrives in Srinagar, security forces killed a militant in an ongoing operation in Sopore area.
The authorities on Saturday detained top separatist leaders, including Syed Ali Geelani, Mirwaiz Umar Farooq and Yasin Malik, and foiled their scheduled 'march' to the National Investigation Agency headquarters in New Delhi "to court arrests", as Union Home Minister Rajnath Singh arrives in Srinagar on his four-day visit.

“People were being mobilised by the separatists for a rally. It would have created a law and order problem in Srinagar. We have put the separatists under detention to maintain peace,” said Inspector General of Police, Kashmir, Muneer Khan .

The separatists had offered to court arrests before the NIA “as a mark of protests against the NIA raids on separatist leaders, their supporters and relatives” in the past three months.

Both Mr. Geelani and the Mirwaiz have been put under house arrest. JKLF chief Mr. Malik, who was detained aroud 12:30 a.m., was shifted to Central Jail, Srinagar, till September 11.

“Had they moved normally like passengers go, we would have no problem in allowing them to go wherever they wanted to go. But we cannot allow anyone to disturb law and order and peace,” the IGP Khan.

Rajnath arrives in Srinagar

As Union Home Minister Rajnath Singh arrives in Srinagar on Saturday, security forces killed a militant in an ongoing operation in north Kashmir's Sopore area.

The militant, according to the police, was killed as security forces laid a siege of Reban village, Sopore, in Baramula district. "Militants opened fire as security forces fired warning shots in the village. One militant has been killed," said a police spokesman.

Internet services were suspended and schools closed in Sopore town “as a precautionary measure”.

A civilian was injured on Saturday in heavy shelling and firing by the Pakistan Army on the Line of Control (LoC) in Jammu and Kashmir’s Poonch district.

The incident occurred near Sagra village of Mankote area. The injured civilian was taken to hospital, police said.

The firing exchanges started between the Indian and Pakistani armies after the latter resorted to unprovoked, indiscriminate ceasefire violation, defence ministry sources said.

The Pakistan Army used mortars, automatics and small weapons to target Indian military and civilian facilities in the area, the defence sources said. “Indian positions are retaliating strongly and effectively.”

Pakistan’s ceasefire violation on the LoC has come on a day Union home minister Rajnath Singh began his four-day visit to the state.

Union Home Minister Shri Rajnath Singh arrived in Srinagar today on a four-day visit to Jammu and Kashmir. He was received at the airport by the state’s Deputy Chief Minister Dr. Nirmal Kumar Singh, senior minister Shri Abdul Rehman Veeri and Senior Officials of the State Government.

“I am going there with an open mind and I am willing to meet anyone who will help us in finding solutions to problems facing J&K,” said Shri Rajnath Singh in a tweet before leaving for Srinagar.

Soon after his arrival the Union Home Minister had an hour long one-to-one meeting the Chief Minister Ms. Mehbooba Mufti. Shri Rajnath Singh later reviewed the status of implementation of the Prime Minister's Development Package (PMDP) for Jammu and Kashmir with the Chief Minister, Deputy Chief Minister Dr. Nirmal Kumar Singh, Union Home Secretary Shri Rajiv Gauba, Chief Secretary of J&K, Shri BB Vyas and Senior Officers of the MHA and State Government.

The Union Home Minister asked the authorities to expedite the implementation of the PMDP in a time bound manner. Shri Rajnath Singh said it will create jobs for the people of J&K.

The PMDP, a Rs.80,068 crore package announced by the Prime Minister Shri Narendra Modi on November 7, 2015, covers 63 projects pertaining to 15 Ministries of the Government of India. The Union Government has already sanctioned Rs.63,000 crores for the various projects, which amounts to 78 percent of the total cost of the PMDP package. An amount of nearly Rs.22,000 crore has been released.

Nearly two years after the PMDP-2015 was announced, five of the 63 projects have been completed. These include the prestigious Chenani-Nashri tunnel costing Rs.781 crore, announcement of remuneration to Special Police Officers (SPOs) from Rs.3,000 per month to upto Rs.6,000 per month as well as assistance provided for Pucca and Kuchcha houses damaged during the 2014 flood.

The land acquisition in respect of semi-Ring Roads in Jammu and Srinagar will be completed within two months. The four-laning of Jammu-Udhampur section of National Highway, NH-1A, is nearing completion. Nineteen road connectivity projects costing about Rs.43, 000 crore are under implementation in the State, which are progressing satisfactorily.

An investment of about Rs.5,810 crore under Power Sector is being made to improve the transmission and distribution network in the state. Besides, the Central Government is supporting the State with an investment of Rs.3,790 crore on Pakaldul hydroelectric project.

For the construction of AIIMS at Awantipora and Jammu, Rs.2,000 crore each are being made available and an amount of nearly Rs.91 crore has been released. Besides, IIT, Jammu and IIM, Jammu have already started functioning from temporary campus and the setting up of permanent campus is under progress. Similarly under the Health Sector, Rs.900 crore is available for completion of ongoing health infrastructure. Rs.200 crore has been utilized. The work on the comprehensive management of Jhelum was reviewed and found satisfactory. The DPR for Phase-II is being prepared. The rehabilitation plan for migrants of Jammu, Azad Kashmir and Kashmiri Pandits was also reviewed. It was noted with satisfaction that the projects are progressing satisfactorily. During the meeting, other developmental projects under Urban Development, Solar Energy, Horticulture, Tourism etc were also reviewed. The Chief Minister assured the State Government’s full support in the implementation of the PMDP and on all other fronts.

Later, as many as 24 delegations of various organizations, including social, trade, travel and business from across Kashmir Valley called on Shri Rajnath Singh. They included Travel Agents Association of Kashmir (TAAK) Kashmir Hotels and Restaurants Associations, Kashmir Shikara Association, House Boat Owners Association, and various other Tourism sector organizations, Youth delegation, Kashmir Pandit Sangharsh Samiti (KPSS), Sikh delegation, Fruit Growers & Dealers Association, JK Shia Association, All Gujjjar & Bakerwal Conference, Pahari association and Self employed Women Association.

The delegations apprised the Union Home Minister about the varied problems relating to their respective organizations and submitted memorandum and requested for their resolution of issues on priority.

The attack took place a kilometre away from the proposed venue of the September 10 meeting of Union Home Minister Rajnath Singh with CRPF personnel.

Militants on September 9 attacked a police party in south Kashmir’s Anantnag district leaving a constable dead, striking barely a kilometre from the venue of Union Home Minister Rajnath Singh’s scheduled meeting with security personnel on September 10, a police official said.

Militants fired indiscriminately on the police personnel near the general bus stand Anantnag, the official said. He said constable Imtiyaz Ahmad was killed while constable Shabir Ahmad was injured in the firing.

The attack took place a kilometre away from the proposed venue of the meeting of the Home Minister with CRPF personnel tomorrow, the official said. The area has been cordoned off and a manhunt has been launched to nab the attackers.

Mr. Singh is on a four-day visit to Jammu and Kashmir. He met Chief Minister Mehbooba Mufti in Srinagar on September 9. He will also travel to Anantnag, Jammu and Rajouri and meet civil society members, leaders of political and social outfits, business leaders and others, a move seen as a follow-up to the Prime Minister’s Independence Day speech.

One militant has been gunned down by security forces in Shopian district of Kashmir in an attack carried out on army vehicles in the area, news agency ANI reported. The attack took place in Imam Sahib area of Shopian on a day when Home Minister Rajnath Singh began his four day visit to Jammu and Kashmir in Srinagar to take stock of development and security status in the state.

Earlier in the day, a policeman was killed and two others were injured in a attack by militants on the police party in Anantnag. The attack took place just 500 yards away from the venue of Union Home Minister Rajnath Singh’s meeting on Sunday. Singh reached Srinagar on Saturday and conducted a series of meeting with the J&K CM Mehbooba Mufti and top officials from the state.

The home minister will also be meeting several delegations during his stay besides reviewing the overall security situation. He will also hold talks with Governor NN Vohra during his visit.

A 22-year-old civilian was injured in ceasefire violation by Pakistani Army across the Line of Control on Saturday. the firing commenced at 10.30 am with heavy weapons and mortars from across the border in Debraj, Krishna Ghati and Ishapur in Mendhar sector. The firing prompted retalliation by Indian troops, a police officer said.

A cop was killed and at least two others were injured as suspected militants opened fire on a police post in Anantnag town on Saturday evening, sources said.

A police official said that militants had fired on policemen near the town’s bus stand.

Further details and an official statement is awaited.

The attack came hours after a Hizbul Mujahedeen militant was gunned down in north Kashmir’s Sopore in an encounter with forces on Saturday morning.

“The killed terrorist is Shahid Ahmad Sheikh aka Shaveed, resident of Kachloo, Qaziabad, Handwara. He belongs to HM outfit, war earlier with JeM,” a police spokesperson said.

Officials said one AK rifle, a grenade and some magazines were recovered.

In a first, a militant on Sunday surrendered during an encounter with security forces that broke out in Shopian district of south Kashmir last evening, police said here.

They said a militant identified as Adil, who had joined militancy in May this year, surrendered after he was trapped from all sides.

Jammu and Kashmir Police officials assured him that he would not be killed after which he emerged from the debris of the house and laid down his AK-47 in front of the police officials.

This is for the first time in recent months that a militant has laid down his arms during an encounter.

Adil, a resident of Chitipora in Shopian, was immediately whisked away for questioning, they said, adding body of another militant identified as Tariq Ahmed Dar was recovered from the encounter site.

Dar was involved in many terror related incidents, they said.

Jammu and Kashmir Director General of Police S.P. Vaid had earlier said that boys who had taken to arms can surrender and the government would consider their cases.

Security forces had launched a cordon and search operation at Barbugh in Imam Sahib area of Shopian last evening after getting information about presence of militants there.

The militants had opened fire on the search party, triggering a gunbattle.

Former Prime Minister and senior Congress leader Manmohan Singh is scheduled to arrive in Jammu on Sunday, heading the party’s policy planning group on Jammu and Kashmir, in an effort to bring peace in the state.

Security has been tightened in Jammu as Singh arrives here, heading the party’s policy planning group to interact with the leaders of like-minded political parties and cross sections of the local society in order to find ways and means to bring in permanent peace to the state.

Congress sources said senior party leaders including P Chidambaram, Ghulam Nabi Azad, Ambika Soni and Karan Singh are accompanying the former Prime Minister on the two-day visit.

Party sources said the group would meet Congress legislators and other leaders at the state guest house in Jammu on Sunday.

“The group will meet 25 delegations of the civil society and mainstream opposition parties of the state,” party sources said.

“Members of Jammu Bar Association, Chamber of Commerce and Industry, Kashmiri Pandit migrants and West Pakistan refugees are among the delegations scheduled to call on the group in Jammu on Sunday,” party sources said.

Union Home Minister visits J&K Police Lines and CRPF Camp in Anantnag

Union Home Minister Shri Rajnath Singh visited the Jammu and Kashmir Police Lines and CRPF camp in Anantnag district today. He was accompanied by the State’s Deputy Chief Minister Dr. Nirmal Kumar Singh and Union Home Secretary Shri Rajiv Gauba.

On the second day of his visit to J&K, Shri Rajnath Singh also paid rich tributes to Constable Imtiyaz Ahmed, who was killed in a terrorist attack on a police patrol yesterday barely a kilometer away from the venue of today’s meeting of the Union Home Minister at the J&K Police Lines, and Assistant Sub Inspector Abdul Rasheed who was martyred in a terrorist attack in Anantnag last month.

“This is not an ordinary sacrifice, this is the supreme sacrifice,” said Shri Rajnath Singh, addressing the J&K Police personnel. “I am short of words to salute your bravery in the line of duty, even the Prime Minister has praised your courage,” he added. The Union Home Minister said it’s not only the J&K State, but the whole nation is proud of the bravery and valour of the Security Forces in facing the terrorism sponsored by the neighbouring country.

Shri Rajnath Singh said the Government is fully aware of the extremely challenging circumstances the Police and Security Forces are working under, and is making all out efforts for the security and welfare of the Police and Paramilitary personnel. He said a trauma centre has been sanctioned and bullet proof vehicles will be provided at all police stations in the State. The Union Home Minister said the Centre has also released adequate funds for procurement of bullet proof vehicles vests and latest equipments for Police Stations.

The Union Home Minister said that the nation is indebted to the supreme sacrifices and no amount of money can compensate these sacrifice. He said we will again make J&K into a “heaven on earth” and no force can stop the country from achieving this goal. Shri Rajnath Singh said this is his fifth visit to the State within the space of a year. Reiterating the commitment of the Prime Minister Shri Narendra Modi, the Union Home Minister assured that the Centre will provide all assistance to the State, including resolving the Housing problem of the jawans.

The Union Home Minister later addressed a Sainik Sammelan at the CRPF 90 Battalion Camp in Anantnag. “Courage is not something that can be bought from the market; you are born with unassailable and unmatched courage,” he said. Assuring that the Centre is ready to extend more facilities to the CRPF personnel, Shri Rajnath Singh said the Government will consider providing helicopter services to the CRPF personnel in J&K. The Union Home Minister said, “It is my aim to provide at least Rs. 1 crore to the families of our martyrs from the CAPFs.” He said the Government launched the “Bharat ke Veer” portal to support the families of our martyrs and the nation as a whole has given tremendous support to their cause.

The Union Home Minister also interacted with the J&K Police and CRPF personnel.

Earlier, addressing the State Police personnel, Director General of Police, J&K, Dr. SP Vaid underlined the need for providing a safe and secure environment to the families of the Police personnel. Despite inadequate infrastructure and maintenance grant and the enemy’s nefarious designs to demonize the Police personnel through the social media, they are performing the most difficult task with utmost bravery and devotion.

On Sunday, two local Hizb-ul-Mujahideen members were killed, while one surrendered in an encounter with security forces in Shopian district.

Security forces on Monday killed two militants in an overnight gunfight in Kulgam district of Kashmir and caught alive one, police said.

The security forces launched a cordon and search operation in Khudwani area of Kulgam district following specific information about the presence of some militants there, a police spokesperson said.

During searches, the militants opened fire at the security force,s who retaliated, leading to a gunfight.

On Sunday, two local Hizb-ul-Mujahideen members were killed, while one surrendered in an encounter with security forces in Shopian district.

Pakistani troops today violated the ceasefire by firing and shelling along the Line of Control (LoC) in Jammu and Kashmir's Poonch district.

"Pakistan Army troops initiated unprovoked and indiscriminate firing of small arms, automatics and mortars from 1345 hours in Poonch sector along the LoC," a defence spokesman said.

The Indian troops were retaliating strongly and the firing is on, he said.

On September 9 also, the Pakistani Army had violated the ceasefire along the LoC in Debraj, Krishna Ghati and Ishapur in the Mendhar sector prompting retaliation by the Indian troops guarding the border, a police official said.

On September 4, Pakistani troops violated the ceasefire twice by firing at forward posts along the LoC in Degwar and Maldalyan areas in Poonch and along the International Border (IB) in Arnia sector of Jammu after which the Indian security forces retaliated.

On September 3, the Pakistan Army initiated unprovoked and indiscriminate firing of small arms, automatics and mortars in the Krishna Ghati sector in Poonch along the LoC.

On September 1, Assistant Sub Inspector (ASI) Kamaljit Singh of the Border Security Force sustained bullet injuries due to firing from across the LoC while he was deployed at a forward post in the Krishna Ghati sector. Singh later succumbed to injuries.

Incidents of ceasefire violation by Pakistan have increased sharply this year.

Till August 1, there were 285 such violations by the Pakistan Army, while in 2016, the number was significantly less at 228 for the entire year, according to the Army figures.
 
Boosted by the success against the rank and file of militants in recent times, security forces have jointly appealed to the insurgents and their overground workers to surrender and join the mainstream.

The police, army and the CRPF on Monday jointly appealed all the militants of Kashmir to lay down arms and join the mainstream after two of their colleagues surrendered during encounters in the past two days in south Kashmir.

They assured that those joining mainstream will have a safe future while heightened anti-insurgency operations in Kashmir would continue as part of a carrot-and-stick policy.

The appeal by security forces comes as home minister Rajnath Singh, on a four-day visit to Kashmir, spoke about compassion, communication, coexistence, confidence building and consistency for a solution to Kashmir issue.

Kashmir Inspector General of Police, Munir Khan, GoC Victor Force BS Raju and CRPF IG (operations) Zulfikar Hassan briefed media on Monday about the two encounters in south Kashmir’s Shopian and Kulgam districts over the past two days.

While four militants were killed (two in each operation), a militant Adil Hussain surrendered in Shopian while Arif Ahmad Sofi, an over ground worker of militants surrendered in Kulgam.

The slain militants killed in Kulgam on Monday were identified as Dawood Ahmad Allaie and Sayar Ahmad Wani, a police spokesman said.

“With a very clear message to others who have been lured into this that if they come, we will receive them with open arms, not necessarily during encounters. Even now they can come and join the mainstream. You must know that two other militants got killed in that encounter because after persuasion they choose to carry on with firing on the forces and fight a lost battle,” Munir Khan told media at police control room Kashmir.

Khan said that Arif was an “established and chronic” over ground worker and a “lifeline” for militants in that area and nobody would have questioned them if he was killed because he was with the militants.


“There were all the reasons to knock him off during the encounter but he did not have a weapon so we did not kill him. This is the difference between a disciplined force and terrorists,” he said.

The IG said that the surrender policy is not only for those who come from Azad Kashmir (Azad Kashmir). “I’m specifically referring to militants who surrender during encounters as happened yesterday. There is a policy for militants who come and surrender. The government is keen to rehabilitate them,” he said.

He also said security forces supposed to rehabilitate and help a militant join the mainstream if he is arrested or surrenders provided he is not involved in any heinous crime.


Kashmir has been witnessing vigorous anti-insurgency operations by security forces in the past few months particularly after increase in militant activities following the killing of Hizbul Mujahideen commander Burhan Wani in July last year. Around 140 militants have been killed this year after security forces drew up a hit-list of top militant commanders and started going after them.

BS Raju, GOC of Victor Force gave details of the Shopian encounter and revealed that it took them four to five hours of hard talking and persuasion to make Adil Hussain surrender who was hiding with a weapon in a house. “It was well past midnight (in wee hours of Sunday) that finally Adil Hussain decided to surrender and then he came out of the house unharmed and laid down his arms. We truly appreciate the courage the individual took to come out,” Raju said.

“The operation resumed in the morning after evacuating families. The third terrorists in the house was injured we offered him to surrender but he did not and opened fire and we retaliated and neutralised him,” he said.

Raju appealed to everybody who wants to surrender that the forces would a safe passage. “That is an assurance directly from all the security agencies and Adil is a living example of that,” he said.

IGP CRPF (Operation) Zulfikar Hassan said that they wanted to assure every citizen of Kashmir that if anyone wants to surrender, safe passage is assured. “When three top agencies (police, army and CRPF) combine together with all their resources we can ensure a safe life for anyone who wants to surrender and join the mainstream. We want to assure every person that your future will be safe if you decide to get away from anyone who is misguiding you,” he said.


Hassan said that biggest reward is given to a person who chooses to surrender or ensures that somebody surrenders because that is the biggest achievement. “Surrender will always be given priority,” he said.

However the officials said that the pace of operations against the militants will continue. “Our main target is the militant leadership who recruit people,” said IGP Khan.
