The trick is to get close enough to neutralise them electronically - which in a layered AD is difficult - your only option is to detect, locate and then wack with a long range MLRS to a drone attack. The idea is to push the S400 far enough away from the border that is ability to bring its range into the fight is minimised.

Note, Pakistan has the same advantage and disadvantage with its HQ-9P system now. A few 400km MLRS systems can bottle up the deployment of the HQ-9Ps if there is an effect kill chain composed of detect-locate-kill.

for our short range missiles like Ghaznavi/shaheen 1, it is a threat, it has a detection/tracking/engement range of Cruise missiles of only 40 km and can be counter in many ways such as suicide drone/ glide bombs/EW/MRLS/ smart munition, overwhelming it by these systems at once
