Even IF (big if) Pakistan does conduct a 'long-range' missile test , I believe that it would be to cover whole of the Middle-East.

The usual suspects will do what they do best. That shouldn't stop Pakistan from pursuing what is a perfectly legitimate goal of space capability. By this logic of walking on eggshells, Pakistan would never attain self-sufficiency in the space arena.

The perfectly 'legitimate' goal is not that legitimate considering that SUPARCO is not a civilian agency which deals purely for peaceful applications of space technology but rather also on the military use of it considering that the agency is a part of the Strategic Plans Division under the Pakistan Army. Not to mention the role played by it in developing the Ghauri series and Shaheen series BMs.

So good luck again for hoping the world does not see through the facade, if at all even an attempt is made.

SUPARCO is not a civilian agency

Nothing unusual about that. The Soviet space program was under the military; even the current Russian space agency is closely allied with the military, including its director. The French CNES falls under their defence department.

Anyway, this is getting off-topic since it doesn't look like this test, even if confirmed, would have anything to do with SLV.
