The best strategy would be to use Chinese good offices to raise this in United nations security council and then see who is using the veto and abstaining. Kashmir is an issue on UN, not bloody "Oh I see".

Do it asap before any Afghan peace deal is agreed on (if that process is still alive to begin with).

We had abandoned Kashmir during Mush's time, we agreed upon a similar solution at the deep state level, shut down training camps, banned various Kashmiri organizations, signed cease-fire treaty, allowed Indians to fence LOC, choked mujahideen supply lines and what we got in return was troubles in Karachi, Baluchistan, and FATA. Now we are going to repeat the same mistake of trusting Indian Chanakyan foreign service.
