Foreign Minister Shah Mahmood Qureshi on Saturday said that Pakistan expected both Iran and Afghanistan to take action against the terrorist groups behind the Ormara massacre.

While addressing a press conference in Islamabad, Qureshi said that the whole country was "angry and upset" over the incident and wanted to know why this incident had taken place and who was behind it.

At least 14 passengers were picked out with the help of their National Identity Cards (NICs), forcibly offloaded from their bus and then shot dead by unidentified assailants on the Makran Coastal Highway in Ormara, Balochistan early on Thursday.

Qureshi today confirmed that "BRA" — an alliance of a number of Baloch terrorist organisations — had come forward and claimed responsibility for this "ghastly event".

He stated, "on the basis of verified information", that the training and logistical camps of this new alliance were based inside Iran's borders.

Qureshi added that following investigations and confirmation, this information has been shared with Iranian authorities.

He said that the location of the camps has also been identified.

The foreign minister said that Pakistan expects Iran to take action against these outfits. Additionally, he said that Pakistan also expects action to be taken by Afghanistan as the BRA's presence and leadership has also been identified there.

Qureshi said that Islamabad expected Kabul to help the country with the same spirit that Pakistan was working towards establishing peace and stability in Afghanistan.

He shared that specific forensic evidence was available, which he said could be shared to trace these "criminals".

"They're criminals who have done this incident," Qureshi reiterated.

The foreign minister shared that he had spoken to his Iranian counterpart, Mohammad Javad Zarif, prior to the press conference and shared the sentiments of the Pakistani people as well as the expectations of the government.

According to Qureshi, Zarif too had condemned the incident and said that it was not just an attack on Pakistan. Additionally, he ensured Qureshi of his full cooperation and assured him that Iran would help Pakistan trace the terrorists.

Zarif added that with Prime Minister Imran Khan arriving in Iran tomorrow, there would be a chance for further conversations to discuss mechanisms that could further be put into place to avoid such incidents.

Prime Minister Imran is set to visit Iran for a two-day official visit starting tomorrow (Sunday) on the invitation of the President of Iran, Hassan Rouhani.

While addressing the press conference, Qureshi shared six steps that have already been taken, keeping the sensitivity of the border in mind, in order to make it a "border of peace" and to ensure stability.

  • A new command has been formed to create ease in vigilance and prompt action. The command will be headquartered in Turbat and has been formed so that the border can be manned more effectively than previously.

  • A new Frontier Corps has been raised so that the border can be managed better than before.

  • Based on the consultations between Iran and Pakistan, Qureshi said that joint border centres are being established.

  • According to the foreign minister, it has been decided that the border with Iran will be fenced the way the Pak-Afghan border was being fenced. Qureshi added that the process has started and is being started from the most frequently exploited points.

  • Qureshi said that it was decided that border patrolling exercises would be synchronised.

  • Heli-surveillance would be done between the two countries to prevent further incidents.
Qureshi added that while speaking to Zarif, he had reiterated that whenever an incident took place in Iran and they had expectations from Pakistan, Pakistan did not disappoint.

"We also expect that our brother and friend will take visible action," Qureshi said, adding that, as a result of such visible action, Pakistan will be successful in eliminating elements that have intentions of conducting terrorism in Pakistan.

A day earlier, Iranian Foreign Minister Zarif had publicly condemned the attack. In a post shared on Twitter, Zarif wrote: "Strongly condemning the recent terrorist attack in Pakistan, just as PM [Imran Khan] embarks on his first, historic visit to Iran."

Ormara Levies register case on behalf of the government
Ormara Levies registered a first information report today in connection with the incident.

A Levies officer, who wished not to be named due to the sensitivity of the matter, told DawnNewsTV that an FIR has been lodged against unknown terrorists for the murder of 14 people on April 18. The case has been registered on behalf of the government, the officer added.

Terrorism, murder, attempt to murder and other sections have been included in the report, according to the Levies personnel.

Levies officials said security had been beefed up in the area and passenger buses were being strictly checked in the aftermath of the cold-blooded murders.

Meanwhile, Balochistan Inspector General of Police (IGP) Mohsin Hassan Butt said that the investigation has been transferred to the Counter Terrorism Department (CTD).

Pakistan lodges protest with Iran on 'inaction' against terrorist groups
The Ministry of Foreign Affairs (MoFA) earlier the same day lodged a strong protest with Iran regarding its inaction against terror groups believed to be involved in the Ormara massacre.

In a letter written to the Iranian embassy on Friday, the MoFA stated: "Killing of 14 innocent Pakistanis by terrorist groups based in Iran is a very serious incident that Pakistan protests strongly."

As per a copy of the letter received by DawnNewsTV today, 15-20 terrorists camouflaged themselves in Frontier Corps (FC) uniform, barricaded the road and stopped 3-4 buses travelling from Ormara to Gwadar on the coastal highway at Buzi Top before dawn on April 18. On the identification of the passengers, 14 personnel belonging to the armed forces were shot dead, the letter recalled.

Earlier, it was reported that of the at least 14 people who died in the incident, 11 were personnel of the Navy, Air Force and Coast Guards.

According to the ministry's letter, "BRAS", an alliance of three Baloch terrorist organisations, claimed responsibility for the terrorist act. Following the incident, MoFA said that the terrorists, who had arrived from the border region, returned to that area.

MoFA stated that Pakistan has "repeatedly" shared intelligence about these activities. The ministry added that in the recent past, as well on numerous occasions earlier, "information about the hubs of these Baloch terrorist organisations in Iran, having training camps and logistics bases across the border" was shared with the Iranian intelligence.

"Unfortunately, no action has been taken by Iran in this regard, to date," the letter stated.

While lodging Pakistan's protest against the deaths in Ormara, the MoFA added that Pakistan was awaiting Iran's response to its "request for action against these groups based in Iran, whose locations have been identified by Pakistan a number of times."

The ministry called on the embassy to convey the concerns to the relevant authorities in Iran for "prompt action".

"The Ministry of Foreign Affairs of the Islamic Republic of Pakistan avails itself of this opportunity to renew to the esteemed embassy the assurances of its highest consideration," the letter concluded.

Time to add China for the security of Iran Afghan border to protect CPEC investment. Pakistan alone has no enough funds to control the situation .Need huge funding. But, neither Iran or Afghanistan has money to control huge border. Keep Iran and Afghanistan engage in security matters. We can change the friends not the neighbors .
Afghanistan need stable national govt , otherwise this whole region will be remain unstable. If Pakistan and Iran wants to end terrorism in this region , they need to work to bring peace in Afghanistan . We need a responsible and powerful person in Afghanistan to address regional issues. otherwise ..................... situation remain like this ... Baluchistan remain unstable.

But one thing to consider here in Pakistan Shias are more tolerant and educated my best childhood buddy is shia lot of friends are but we never had any such issue always welcome in their families too (except few who sold their souls for money but such u can find in sunnies as well ) but whenever i met an Irani least i can say they are very creepy full of hatred always saying/dreaming about Nuclear annihilation not only for Israel and Jewish also for Arab countries.Seriously??just to kill anyone bcoz he follow diff religion?and nuclear war is friend of no one but NOOOOOO its always hard for them to understand

I have mostly ignored to discuss about Iranian Politics/Internal Diplomacy but as you have brought few points to the table; I will try to be just & pen my understanding.

Iranian politics is mixed with political strategies to religious importance. What I see that few incompetent lots that totally failed to coup with International Political Games or you may call it a diplomatic strategy, pumped religious sentiments into system. As on the point where Ruler(s) were not able to deliver domestically & run State business on par with International Games; intolerant heads provoked people under religious banner & started to blame others for everything. I am not discounting enemies of Iran and enemies of Muslim in broader aspect but on other hand, things could have been done with better understanding.

A regime change was must or to say, concern people/leaders/religious scholars thought that so & so system is not running well instead, causing damage to the Iranian values opted a way of revolution but literally forgot to strengthen the Religion rather exposing it for misuse. That only happened when there was need of change in the country. Then after, as we can see currently, whenever there is a thought to unjust in society or people (opposition) works for further change in the country, the political heads that utilizes religious sentiments merely to govern the country; instigate more of intolerance merely to get rid of opponents either inside or cross the borders. The same incompetent lot is pumping religious based fuel of sentiments into public merely to score their own governance points & make everyone of them believe that they can do to anyone whatever they want to. Its like Governing/Ruling through showing a fearful picture.

Yes, Israel is a threat & greater enemy as Iran said but will always mentioning Israel, threatening for nuclear annihilation, throw loose arguments & issue threats while falling for proxy activities abroad merely based upon religious differences with others and curse US will serve the purpose? Similarly, it is happening against Pakistan as well whereby few in Tehran are off the opinion that they are above anyone and can threaten everyone or Pakistan or even date to attack. On the other hand, I never find Pakistan establishment approaching Iran in similar fashion or treating them openly as an enemy at all. We do have differences on many issues and so we have expressed our concerns supported with proof & evidences but that never warranted us to say that "Pakistan will launch operation inside Iran".

Strategic differences will continue and the competition will exist but Pakistan never thought to opt for below the belt approach merely to damage Iran and that is for sure. Despite US asking or any other EU, we stood against any anti-Iran decision and never allowed our side to be utilized against Tehran at all. On other hand, Iran brought India inside on the subject of investment/business & development & Pakistan never made it an official complain or an issue to cut ties or to act against Iran. Despite that, KJ & Uzair Baloch & Pakistanis in Syria by Iran hiring; episodes happened and even it does, Pakistan still conveyed/reached Iran in a manner of mutual understanding to deal with threats to each other. These few examples suggests that either Iran intentionally did it, or fall for the trap or remained totally clueless when India was using the same soil to launch assets like Uzair Baloch & KJ into Pakistan while hiring Pakistanis to fight in Syria was the work of Religious Intolerant lot (that I have been highlighting since long) that not just damaged their own side but also, made us to not to trust them. Not to trust them until their own lines are clear from such people.

The way currently few (I repeatedly say few because there are some of Jingoistic Generals/Officials) threatened Pakistan for dire consequences like we are some Israel or other Iranian Enemy State, it is clear like a day that the same intolerant/clueless & incompetent lot has nothing to with better relations with anyone just so that they have to hide there own domestic mishandling, incompetence & involvement into illegal activities. Just look at Iranian politics or their statements for everyday.

Nothing comes out except that missile will be launched against xyz, they will nuke so & so or annihilation is underway for that or this enemy. Why such kind of statements are issued? Indeed on a purpose by continuously telling their people that xyz, so & so or ABC are your enemy, ready to attack by now at any time & we must be ready to fight, launch their activities in remote country(ies) and crush them. My understanding or observation could be totally wrong or partially but still, uncontrolled so-called religious saints need to be controlled.

I do understand that Iran has enemies but, everyone has them. Will cutting everyone off the relation will solve the problem? that too Muslim countries especially a neighbor like Pakistan. Someone within Iran Office has to think about that and need to hold them jingoistic generals back. Better to have friends/brothers as compare to more enemies or aggrieved neighbors.

It doesn’t make sense to have Iran as an enemy .... yes we have sectarian differences but we should keep at least one border free of hostilities. The Taliban will sweep Afghanistan soon

It takes two to tango. Unilateral love does not work in international affairs. We have been more than lenient and kind to them rather been helping which was the biggest mistake.

bhai, I have read it and I know it already. I have personally studied Iranian behaviour vis-a-vis Pakistan and I did not find it friendly. But still I hope that this visit, the issues will be resolved or move in the direction of peace.
Rest we will take steps on our sides to make sure, no terrorists crosses into Pakistan but if somehow they do, then we should retaliate in the language that our enemies understand.

both USA and KSA are looking for an excuse and Israelis cant contain themselves they want a regime change at the cost of the people of Iran. Pakistan is the only neighbor that has no hostility towards Iran but that will change

If I remember correctly, many Pakistani ignorants came on to this board and said the attack by Pakistani terrorists in Iran recently wasn’t Pakistan’s fault and that Iran should do a better job of defending its border and “fence its border”.

Well I guess it’s time for those same members to stop sitting here b!tching and moaning. Go put more troops on your border and fence it and don’t blame Iran.

After all that is what you told us Iranians too do when the last attack happened against Iran. But of course I’m sure your advice doesn’t apply to yourselves. That’s pakisani logic for you.

Like I said without a major co-military operation between Iran and Pakistan to security sweep their prospective areas of terrorist cells these types of attacks will continue.
