The Problem is Bilal, You are Mixing the Tactical Nuke Term ( of 1960 ) and using it Alongside Indian Scenario & ( NFU ) Policy of 2015.
Both DONT FIT as i Explained Above and YOUR OWN COUNTRY MAN , UNDERSTOOD IT & RIGHTLY SAID :

India Policy of full retaliation would one day force Pakistan to adopt a policy of "clean sweep" in one single strike. With India second strike capability, Pakistan must decide to kill the beast with a suicide strike.

On the contrary I have been answering and explaining that it's a deterrence to make the decision of a limited incursion harder to take. And in that it will play a successful role as a "deterrence". You are talking of usage scenarios where as the purpose of the deterrence is to deter and not allow the usage scenario to arise in the first place.

You are Mixing , "Nuclear Threat" with "Nuclear Deterrence" ( aka "Nuclear Holocaust" aka "MAD" ).
