For China it is over 60% and for US over 70%. Most developed countries have the ratio at over 50%, even the frugal Germans. And this is gross debt. Many countries with a high household debt ratio also have high savings rate.

In India and many other countries, there are significant tax incentives to borrow to buy a house or pursue higher education. Even if one is able to make the full payment upfront, one is financially better off taking a loan and getting the tax incentive and investing the money instead.

Afghanistan's ratio is probably close to Pakistan. All that it shows is that either Pakistan's financial sector is still backward or there are cultural impediments to borrow ( Sharia etc).

Pakistani MIRV is still unproven. I doubt if it even exists. Ababeel hasn't been tested for years now, the ababeel project has most likely failed since only a single test took place without any conclusive results. Any country which can place 104 satellites into the orbit on a single rocket can surely place a few nuclear warheads. India has all the required tech in place and can make one in an year or so if needed. But we just don't feel the need for it. Agni VI will probably have it.
