Pakistan Spaceport Plans! PSDP 2020-2021 Highlights.

The spaceport is supposed to be in Balochistan (I've been hearing about it for 20 years at least and is probably a 30+ year old project which should tell you how fast SUPARCO moves if it ever moves).

Yikes

This is from a Nov-2018 Facebook post by Athar Osama (then-Member Science & Technology, Planning Commission). Just putting it here in the hopes that it catalyzes some hope and discussion spanning 37 pages

Based on this, it sounds like Pakistan doesn't have any plans to build a launch vehicle?

Truck ki batti. Fix the economy first. Next, fix how R&D is in SPD done or build non SPD R&D centers headed by experts. Then make these fanciful claims that are currently excuses to suck up valuable government funds to maintain the bloated organizations like SUPARCO. 95% of these funds will go to chaye pani.

You don't just need funds. You need GOOD POLICY. We throw money at things and expect them to work. Good policy means orienting organizations towards goals, promoting pvt sector investment and integrating them into supply chains. Good policy is having people from your R&D organization come up in it and head it. Nobody wants to do these "unsexy" things because there's no headline. Rs.1405304534053450 crore for space station and Mars base makes headlines.

Agreed. Just as there's no respect among decision makers for engineers, there's no understanding of the value real policy experts bring to the table. That's why almost every Pakistani policy expert (for economy, agriculture, trade, industry, IT, foreign relations, etc) is not in government or SOEs, but (in most cases) working for a foreign company or is banging their heads against a wall in Pakistan after trying to fix things.

To be frank, the folks in charge have no real clue what they're doing. They're not supposed to as doing a good job would land thousands (if not tens of thousands) of staffers out of work due to their ill-gotten gains.

Guys, its always cost benefit analysis. What benefit can we get if we allocate this 5 billion on education?

Assume if you establish a silicon valley type industrial park with this much money by establishing high end universities and technicians with the assigned tasks to switch all electronic goods sold in Pakistan from this industrial park you can only substitute import but also do exports.

Plus you will be able to provide high end jobs to your youth.

Why as a nation we are not able to set our priorities right? Right now our priority should be to establish local businesses and manufacturing hubs and not fancy space research from imported equipments. If business start flourishing, government can invest in these fency projects with ease.

On somewhat unrelated note, the Pakistan Space program, should have a different name.

The organization with name SuU-PaA-rCoO ought to be disbanded, de-funded, and overhauled from the ground up.

Pakistan doesn't even have a special civil service category for engineers/scientists. There are no long term career prospects for technical people as most govt engineering jobs are contract based.
The people at SUPARCO or any other strategic orgs just treat their jobs as a 'sarkari naukri' and that's that.
The good ones apply to universities abroad during their final years and leave the country to never come back. The ones who do, out of patriotism, are hounded by the security agencies, kept under constant surveillance and are treated like the bloody civilians that they are by some mediocre colonel/brigadier who happens to be their 'boss' and who fixed radios/radars/tanks his entire life. This is the gift the scientist/engineer who put his blood, sweat and tears at Stanford/MIT or Princeton receives from his own countrymen for his patriotism.

If it's chakri then we can forget about getting anything out of it. Because it'll be a 'strategic' facility and that means sitting on your *** doing nothing and raving about 'national security'.
All these institutions that we've built, SUPARCO, PAEC, etc are just monuments and relics of the past. They tell the story of a future that could've been but that won't ever be ours because our overlords would not want to give up their 'in the face of national survival all other things become secondary' mindset - never realizing that the nation that they so passionately want to protect doesn't exist anymore. All that exists is a huge mass of confused, radicalized, intolerant and fanatically religious animals. The ones who could've altered our destiny are doing just that but for other countries. Maybe that was the goal all along.

I had the exact same thought as you when I read Chakri. If the best place Pakistan could could find to put a space program is Chakri, then we're doomed.

The fact that it isn't included in the PSDP allocations means that it is not being funded by the govt through 'official' channels.
However, I have seen some open-source documents mentioning the project. It is mentioned as PakSLV.
This leads me to believe that the basic R&D is going on (read: pushing paper). The problem is that there is such strict compartmentalization in the Pakistani strategic orgs that one organization can not benefit from the skillet/technology of the other. Had this been the case, SUPARCO could have easily utilized NESCOM's experience in structures, propulsion, aerodynamics, etc (considering NESCOM really has that in-house).
We don't know for sure, in any case

Is this actually still a problem in Pakistan in 2020?

Government just build corona facility for rs1 billion and closed it down few weeks later. And here members are crying about Rs5b allocation out of like 7200b budget lol

No wonder Pakistan space program didnt take off.
