Pakistan slams Pentagon, summons US ambassador over report accusing it of harbouring terrorist

US commander commends Zarb-e-Azb for disrupting Haqqani network's ability to target Afghanistan

WASHINGTON: Operation Zarb-e-Azb has helped disrupt Haqqani network’s ability to launch attacks on Afghan territory, a senior commander for US and NATO forces in Afghanistan said.

In a Pentagon-hosted video briefing from Afghanistan on Wednesday, Lieutenant General Joseph Anderson said Haqqani network was now fractured just like the Taliban.

“That’s based pretty much on the Pakistan operations in North Waziristan this entire summer-fall,” he said, while acknowledging the effectiveness of Zarb-e-Azb.

“That has very much disrupted their efforts here (in Afghanistan) and has caused them to be less effective in terms of their ability to pull off an attack in Kabul,” Anderson added.

The US commander’s remarks came just a day after Pakistan lodged a strong protest with the US over allegations made in Department of Defence report titled “Progress Towards Security and Stability in Afghanistan.” The report accused Pakistan of letting proxy forces operate against Afghanistan and India

In the briefing, the US general also referred to success of the Afghan national security forces against the Haqqani network, which he described as one of the many threats affecting security in Afghanistan. The network, he said, is focused more on the high profile attacks.

Anderson revealed that 4,634 members of Afghanistan’s police and army have been killed in action this year, while in 2013, around 4,350 members lost their lives.

“This (number of casualties) is not sustainable,” he said.

Probably the best response to that article. :woot:

than its not true ... its not our rule that anything which has no prove is a " Conspiracy theory "

yep as soon as i will find it .. i will post ..

How many threads ...are Indians going to make ..on the same topic? And then they say ...Pak is obsessed with India :disagree:

In fact its India who is obsessed with Pakistan as I've already mentioned in one post. Their secret love for Pakistan is
applaudable :yahoo:

It has become rare to hear anything positive about Pakistan from the mouths of Americans. A huge amount of distrust exists between the two sides. To bridge this distrust statements like the one just made should be avoided.

Let us not forget that it was the United States that formed these terrorists and used them against the Soviets just to see a Soviet defeat without bothering about the human life lost and the carnage which these same so called freedom fighters caused. Over 4 Billion dollars were spent by the US on Afghanistan to create a situation ripe for the invasion of Soviet forces. Once they invaded Soviets were challenged by so called mujahideens which were supported by America.

There is a picture of Haqqani, now a sworn enemy shaking hands with the Americans. I have to wonder why whenever such comments come we don't talk back and tell the world that it is the United States which began what is modern day terrorism by supporting the terrorists of yesterday and warlords who ruined Afghanistan.
Agreed with the fact that americans formed these terrorists, but cold war is over more than 2 decades back, why pak is still harbouring them?

What's really funny that both India and Afghanistan are sponsoring terrorist activities in Pakistan and responsible for the blood shed of thousands of Pakistani's as stated by their defence secretary Hagel but there is no mention of that...If we are sponsoring terrorist activities in India then why is India so peaceful with no blasts or what so ever...
Because india started shooting moles infiltrating our borders so that they cant eat carrots

Yeah by Arresting innocent Kashmiri youth and Killing them in Fake encounters to get medals and prizes and put them near Pak border and with an AK to blame us...You people are so predictable..

Hey, not a biggie. Your Navy and Airforce are on a self destruct mode, so no need to hurry.

Don't count on it. If we maintain the self distruct mode then it will be 100 more years before pak can dream of matching Indian military prowess.

Sometimes you people really make feel like pakistanis are so innocent they cant even kill a mosquito.

And then Indian cry when Pakistanis say this  wait so far only read Indians saying this....
But you teach every day that all the terrorists are fake Muslims!! Is that still valid a statement?

Aid is divided 50-50. Half goes to Civilians, half goes to Army. A post from another forum

"Let me prove it with statistics that 70-80 percent of this aid is going in to Civilian projects. US AID would be the one who get actual aid. Link of complete document. I request everyone to read it with open EYES and OPEN MINDS to see how MUCH PAKISTAN ARMY GET AID FOR 2014. "

WASHINGTON: A powerful congressional panel has approved nearly $960 million in US aid for Pakistan in the 2015 fiscal year that will target unemployment, illiteracy, and disenfranchisement among the most impoverished individuals and communities. (Remember these words)

Bilateral Economic, Development, and Humanitarian Assistance

The United States provides bilateral economic, development, and humanitarian assistance to Pakistan through a number of funding accounts: the Economic Support Fund (ESF), Food for Peace Title II (P.L. 480), Global Health and Child Survival, as well as International Disaster
Assistance (IDA), and Migration and Refugee Assistance (MRA). Often funds within ESF are transferred to IDA or MRA for emergency assistance, such as in response to the Pakistan flooding crisis in 2010.

In FY2012, ESF funds reflected about 85% of U.S. economic assistance to Pakistan, with the above-noted accounts making up the remaining 15% (see Table 2).

Some of the largest increases in ESF funding were from FY2009 and FY2010 supplemental appropriations passed by Congress. ESF is used to fund a wide array of activities. In Pakistan the program is used to help establish political parties and bolster Pakistan’s ability to conduct elections; help the government provide services to its citizens; promote delivery of health-related technologies, such as vaccines; provide basic education support, such as building schools and providing funds for text books and teachers; and improve the quality of universities in Pakistan, Energy sector.

Military Training and Law Enforcement

Foreign Military Financing

First two programs funds Pakistan Army/Navy/Airforce/ Civilian Intelligence and Law enforcement agencies/ Pakistan Police. KPK, Islamabad Police especially. It's a wrong notion that Only Generals get dollars !

Through FMF the money receives from America, The Pakistan pays for the equipment it bought for it's Airforce, Navy, Army with a combined worth of around 6-7 Billion and Pakistan is paying money each year back to America, not that Army generals stacking money in their pocketsMilitary Training and Law Enforcement
The George W. Bush Administration launched an initiative to strengthen the capacity of the
Frontier Corps (FC), a 65,000-man paramilitary force overseen by the Pakistani Interior Ministry.
The FC has primary responsibility for border security in Pakistan’s western Khyber Pakhtunkhwa(KPk) and Baluchistan provinces, which border Afghanistan. In 2007, the Pentagon began using its funds to train and equip the FC, as well as to increase the involvement of the U.S. Special Operations Command in assisting with Pakistani counterterrorism efforts

Now let's move on to CSF, coalition support fund which totally a separate fund not related to this 960 million dollar khap The State Department claims that Pakistan’s requests for CSF reimbursements are carefully vetted by several executive branch agencies, must be approved by the Secretary of Defense, and ultimately can be withheld through specific congressional action. However, a large proportion of
CSF funds likely have been lost to waste and mismanagement over the years, given a dearth of adequate controls and oversight. The Bush Administration may have concluded in late 2008 that Pakistan diverted much of the funds toward a military buildup focused on India.

Senior Pentagon officials reportedly have taken steps to overhaul the process through which reimbursements and other military aid are provided to Pakistan. The National Defense Authorization Act (NDAA) for FY2008 (P.L. 110-181) for the first time required the Secretary of
Defense to submit to Congress itemized descriptions of coalition support reimbursements to Pakistan. More recent NDAAs require the Secretary of Defense to submit to Congress detailed quarterly reports on the uses of CSF.

In 2010, the now deceased Special Representative for Afghanistan and Pakistan Ambassador, Richard Holbrooke, claimed that about 60%-65% of
Pakistan reimbursement requests under CSF are fulfilled (a Pentagon document shows that the payment of $688 million made in December 2012 represented about 68% of the total Pakistani claim). When questioned about CSF oversight at a 2011 House hearing, the Commander of U.S.
Central Command stated that he had “some very keenly attentive field grade officers in Islamabad” who track the money “very, very carefully.”

2012 GLOCs Reopening and Coalition Support Funds Release
In angry response to the inadvertent killing of 24 Pakistani soldiers by NATO forces in late 2011,Islamabad closed the vital ground lines of communication (GLOCs) used by NATO forces to access Afghanistan and placed bilateral relations “on hold.” Ties then remained largely frozen
during the first half of 2012. In July 2012, negotiations finally succeeded in resolving the bilateral impasse and the GLOCs were reopened. The breakthrough came following a telephone call to Foreign Minister Hina Rabbani Khar in which Secretary of State Hillary Clinton said, “We are
sorry for the losses suffered by the Pakistani military.”

The State Department indicates that civilian aid flows were uninterrupted during the seven-month period. In an apparent quid pro quo for the GLOCs’ reopening, the Administration announced it would release $1.18 billion in Coalition Support Fund (CSF) military reimbursements for Pakistan’s support during the period July 2010-May 2011. Congress took no action to block the transfer. The payment, the first since December 2010, equaled 60% of the $1.88 billion claimed by Pakistan for that period.19 At the close of 2012, the Defense Department issued another $688 million CSF payment covering the period June-November 2011. Congress has prohibited any provision of CSF for the period that the Pakistani GLOCs were closed. At present, CSF requests for July 2012 and beyond are being taken under consideration.

According to the Department of Defense, CSF payments have been used to support many scores of Pakistani army operations and help to keep more than 100,000 Pakistani troops in the field in northwest Pakistan by paying for their food, ammunition, clothing, and housing. They also
compensate Islamabad for coalition usage of Pakistani airfields and seaports. Roughly half of CSF payments are for food and ammunition A Pentagon document shows that, of the $672,million paid to reimburse the Pakistani army for support during June-November 2011, $212 million was for food and another $116 million was for ammunition
