UNITED NATIONS: The UN Security Council (UNSC) has strongly condemned the “heinous and cowardly” terrorist attack on the Pakistan Stock Exchange in Karachi this week that killed at least eight people.

Diplomatic sources said that India tried to block the statement through its allies in the 15-member body but failed.

“The members of the Security Council condemned in the strongest terms the heinous and cowardly terrorist attack that took place in Karachi, Pakistan, on June 29, which resulted in several people killed,” the UNSC said in a statement adopted by consensus.

The members of the Security Council “underlined the need to bring perpetrators, organisers, financiers and sponsors of these reprehensible acts of terrorism to justice”.

The UN body urged “all states, in accordance with their obligations under international law and relevant Security Council resolutions, to cooperate actively with the government of Pakistan and all other relevant authorities in this regard”.

The UNSC said that the member states also expressed their deepest sympathy and condolences to the families of the victims and wished a speedy and full recovery to those injured.

Four terrorists who attacked the stock exchange building were also killed. A police officer and two security guards also lost their lives while defending the facility. The Baloch Liberation Army claimed responsibility for the attack.

The statement, which was prepared and circulated to the Council members by China, was introduced on Tuesday. But Germany and the US sought some technical clarification at the last moment, delaying its adoption till Wednesday afternoon.

India also launched an intensive effort to block the statement but it collapsed in the face of widespread condemnation of the terrorist act in Pakistan by the UN Secretary-General Antonio Guterres, the General Assembly President, Tijjani Muhammad Bande, and most of the Council members.

In the statement, UNSC members “reaffirmed that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security”.

The members reiterated that any acts of terrorism were criminal and unjustifiable, regardless of their motivation, wherever, whenever and by whomsoever committed.

“They reaffirmed the need for all States to combat by all means, in accordance with the Charter of the United Nations and other obligations under international law, including international human rights law, international refugee law and international humanitarian law, threats to international peace and security caused by terrorist acts,” the statement added.

You dragged India's name into it. Thankfully, there is no mention of us, India didn't block any statements condemning the attack. I hear Germany and the US blocked such a move to name India exclusively. It's a nice attempt though, to drag us down to your level and say "you sponsor terrorists too". Such mischievous claims need more proof than just Chinese support.

China introduced the statement on Tuesday but Germany stepped in to put a delay in issuing the statement at the last moment.

The United Nations Security Council (UNSC) has condemned in the strongest terms the "heinous and cowardly terrorist attack" that took place at Pakistan stock exchange building in Pakistan's Karachi, killing 11 people. But the UNSC's statement has come after much delay due to US and Germany's reluctance to sign the draft press statement prepared by China.

China introduced the statement on Tuesday but Germany stepped in to put a delay in issuing the statement at the last moment. Then, the US intervened also at the last moment.

The move to delay the statement by US and Germany is being read as silent solidarity with India, after the Pakistan foreign minister Shah Mehmood Qureshi and PM Imran Khan blamed India for the attack.

"The members of the Security Council condemned in the strongest terms the heinous and cowardly terrorist attack that took place in Karachi, Pakistan, on June 29, which resulted in several people killed," read the statement.

The members of the Security Council reaffirmed that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security, according to the statement.

Four terrorists attacked the Pakistan stock exchange building. Two security guards and a police officer were killed in the attack, along with all the four terrorists. Several people, including three police officials, have been injured, the police said in a statement cited by Dawn.

The Baloch Liberation Army claimed the responsibility of the attack.

In the statement, the members of the Security Council underlined the need to bring perpetrators, organisers, financiers and sponsors of these reprehensible acts of terrorism to justice and urged all states, in accordance with their obligations under international law and relevant Security Council resolutions, to cooperate actively with the Government of Pakistan and all other relevant authorities in this regard.

"The members of the Security Council reiterated that any acts of terrorism are criminal and unjustifiable, regardless of their motivation, wherever, whenever and by whomsoever committed," it read.

"They reaffirmed the need for all states to combat by all means, in accordance with the Charter of the United Nations and other obligations under international law, including international human rights law, international refugee law and international humanitarian law, threats to international peace and security caused by terrorist acts," the statement said.
