we don't talk with hurriyat as a pre condition for talks. we meet them to listen totheir point of view as they are a party to this issue. you can meet them too if you want to.
it can't be called pre condition by any definition. conditions are imposed on anything while we don't impose it on you about meeting or not meeting someone.
it's mostly india who impose pre condition on pakistan on not talking to Hurriyat.

Have any of the reasons for calling off the talks been addressed ? If not, then what has changed & what will talks achieve.
