If the explosion is due to cylinders, then its the fault of the operator:

1. For accepting the cylinders under faulty condition.
OR/And

Don't know till now but once the Ranges moves in the area there will be news coming in.

The good thing is that the forces are continuing to eliminate these elements and continuing the momentum with which they started and this is what will terrorize the terrorists.
