Well we would not use one nuclear at a time it would be all out attack with most parts of India targeted.

Well firstly, you won't be able to move any strategic assets without setting off alarms across India/ US, while you won't have a clue if and when Indian strategic assets are moved. Secondly, if and when war breaks out, India will employ its conventional might in rapid thrusts, Pak will have no option but to counter India conventionally. Pak cannot conventionally stop the rapid thrusts by Indian Strike Corps by the way, easily among the deadliest in the world. Backed by Brahmos/ Prahaar/ Pinaka 1/2 and Jags with CBU-105SFW and other PGMs providing top cover. Pak will have to makes it peace and call for cease fire, raise the white flag as usual.

Using tactical nukes on IA's strike formations will be suicidal since IA would have pushed far into Pak and you will have to use nukes on your own soil to stop the advance, considering you do that India will respond with a massive strategic strike. Thirdly, Pak's only option is for a preemptive grand strategic launch against India, but again you won't be able to move any strategic assets without setting off alarm bells. Any such movement will have the NCA in high alert, you can be sure India is more than willing and ready to deploy its weapons.

India's no first use policy is only against non nuclear countries.
So pakistan rest assured, india can use its nukes first in the case of pakistan as and when it wishes to.
