Chashma Nuclear Power Project 2008-09: 2 new power plants worth Rs 129.374bn​

ISLAMABAD: Pakistan has decided to launch two new nuclear power projects at Chashma worth Rs 129.374 billion that would generate 640 MW power to induct into national grid.

These plants include Chashma Nuclear Power Project (c3) and Chashma Nuclear Power Plant (c4) and government has allocated Rs 100 million for these nuclear power projects in the Public Sector Development Programme (PSDP) 2008-09.

Sources said that each nuclear power plant would have the power generation capacity of 320 MW and each project would cost Rs 64.687 billion. Government would arrange Rs 80.36 billion from international donors' institutions and countries.

They further added that these new nuclear power projects are the part of the government's 2030 vision strategy under which over 8,000 MW power by nuclear projects would be generated by 2030.

Pakistan had planned to set up four new nuclear power plants in its strategy for financial year 2008-09 of 1,280 MW power and however two nuclear power projects would be launched in the coming financial year 2008-09. These nuclear power projects are the phase 3 and phase 4 of Chashma Nuclear Power Plants.

The first phase project of Chashma Nuclear Plant was commissioned in September 2000. A Chinese Company is already working on the second phase of Chashma Nuclear Power Plant and in May 2004, Pakistan and China signed a contract to jointly build the second phase project of Chashma Nuclear Power Plant.

Sources said that Pakistan has sought financial and technical help from China for setting up of these two power nuclear power plants of 320 MW each and submitted feasible studies of these projects to China. They said that China has agreed to provide financing and technical assistance for these nuclear power projects.

Sources said that Pakistan would also seek help from other countries and however, major chunk of the financing would come for these power plants would come from China. They said that Chinese companies are already working on mega power projects in Pakistan.

The government had also planned to set up two nuclear power plants at Karachi but the plan had not been shelved due to financing problems for the said projects. They said that the Finance Ministry is also working to seek financing from other countries besides China and would also evolve a strategy to engage the countries in a joint venture to provide financing for the said projects.

WASHINGTON: Pakistan's foreign minister said on Thursday his delegation had “very satisfactory” talks with Washington on civilian nuclear cooperation and that the case of a Pakistani scientist was “behind us.”

Pakistan is pressing for a nuclear cooperation arrangement similar to one its key rival India has with the United States but Washington has so far been reluctant to enter into any formal talks on the issue.

Foreign Minister Shah Mehmood Qureshi told Reuters in an interview that meetings with US officials on nuclear cooperation, nonproliferation and export controls had gone well.

“I am quite satisfied with the discussions we had,” Qureshi said when asked about the nuclear cooperation issue. “I would not like to expand on it at this stage.”

He added that “the talks were very satisfactory” but declined to specify the kind of cooperation Pakistan sought.

The two days of high-level talks in Washington were aimed at boosting ties between the often uneasy allies as the United States relies on cooperation from Pakistan in its fight against Taliban and al Qaeda militants in Afghanistan.

Washington has been dubious about talks on sharing nuclear technology, partly because of fears it would upset India but also due to concerns over the case a Pakistani scientist Abdul Qadeer Khan.

“I think that is behind us,” Qureshi said when asked about the Khan case. “I think they understand the new command-control structures we have in place. I think they are pretty satisfied with security and safety systems in place in Pakistan and there is recognition of that.”

Just days before the “strategic dialogue” talks in Washington, Pakistan's government filed a court petition to investigate the Khan case.

POWER CRISIS

Asked whether his country wanted the same kind of nuclear deal that Washington has with India, Qureshi said: “I am against discrimination.”

Pakistan faces daily blackouts and the power shortage has weighed heavily on the economy as well as public patience.

Qureshi said his country was looking at a multi-pronged approach to the energy crisis and that included boosting the current small capacity for nuclear power.

“We have to modernize and tap on indigenous resources like hydro, coal. We have to bring in renewables — solar, wind — and we also have the capability of producing nuclear energy and we are doing it.”. — Reuters

An NSG exemption and civilian nuclear cooperation is a long term process. The first step taken so far has been the willingness of the US to listen to the Pakistani POV on the issue, which previously it dismissed out of hand.

The dialog will hopefully continue, benchmarks will be set (lets admit that terrorism and past proliferation are concerns that have to be satisfied), and Pakistan will hopefully move towards an NSG exemption.

It is really too early to come to any conclusions on which direction negotiations on civilian nuclear cooperation will go.

Yes. Can you comment on why Pakistan does not want to give the UN IAEA access to AQ Khan? Or isn't it possible to provide secret access to him to get this Western "demand" checked off the list? Why is sheltering him so much more important than the economic development of the Pakistani nation?



IAEA denied access to A.Q. Khan

VIENNA, Sept 30: Pakistan has refused to let the UN nuclear watchdog interview scientist Abdul Qadeer Khan, agency chief Mohamed ElBaradei said in an interview with the BBC on Thursday.

"We have not been allowed by Pakistan to talk to the man," Mr ElBaradei, who is director general of the International Atomic Energy Agency (IAEA), said in the BBC World Service interview.

It was the first time the IAEA has admitted that Pakistan is refusing to let it see Dr A.Q.Khan. The IAEA has been asking Pakistan regularly to help it investigate the international black market allegedly run by Abdul Qadeer Khan.

Pakistan's cooperation with the probe is crucial in resolving how Iran, and other states like North Korea, have supplied themselves with nuclear parts and technology that can be used to make atomic weapons.

Asked why President Pervez Musharraf said recently that nobody had asked to question Dr A.Q. Khan, Mr ElBaradei said: "I can tell my Pakistani friends that I will be happy to send a team tomorrow to talk to him if we can, absolutely."

Gilani rules out IAEA access to A.Q. Khan

Islamabad, Jan. 17 : Pakistan Prime Minister Yusuf Raza Gilani has said that there is no question of giving the International Atomic Energy Agency (IAEA) access to the disgraced nuclear scientist Abdul Qadeer Khan.

Gilani said that the network of Khan had been demolished, and there was no need of any further information in the matter.

“There is no point of providing any access by the UN nuclear watchdog to Dr. Khan as “his network is broken and there is no need for any other information,” The News quoted Gilani, as saying.

A. Q. Khan has been charged with proliferation of nuclear know-how to several countries.

Gilani also said that there is no pressure on Pakistan from the United States to take back its nuclear programme.

“The United States has stopped making demands from Pakistan about freezing or rolling back Pakistan’s nuclear programme,” he said.

Disclosing Pakistan’s future nuclear plans, he said: “Pakistan is seeking additional nuclear power plants from China and would like exemption from the 45-nation Nuclear Suppliers Group (NSG) and the IAEA for supply of nuclear technology for peaceful uses of nuclear energy.”

Talking about the Indo-US nuclear deal, Gilani said that Pakistan expected similar treatment as far as the US-India nuclear deal was concerned.

He said that Pakistan did not object to the Indo- US nuclear deal’s approval by the NSG in September 2008 because it wanted a similar treatment from the NSG for its projects.

Gilani however, refused to accept the fact that there is strong presence of al-Qaeda in the the troubled tribal areas of Pakistan.

Your question is way off thread topic but very interesting. I have never read a good narrative of how Israel got the bomb. I believe they worked with South Africa, but I'm not sure. I think I will research it a bit and start a thread if I find anything interesting.

sir nothing remains a secret in this global world and specially we often get planned leaks in US which very much serve the purpose of few quarters. given all this, it will be too big a political risk for any gov in pakistan to allow such access. common people in pakistan dont care much about IAEA and western concerns which have been quite discriminatory when it comes to checking nuclear proliferation.

In 1975, France had call back all their consultants from Pakistan.They were looking for 1000 MW N.power plant from France to be erect in Chasma.The complete Building was ready by Local engineers with day and night work.

All this was happened when west learn the intention of Mr. Bhutto of making "Islamic Bomb".
we had produce only 300 MW in 40 years with help of China,who also copied this from 125MW plant of Karachi(from Canada)

I hope we can build 5-10 Nuclear plants 400 MW capacity , but most importantly we learn basic knowledge on power generation.

Ideally I think gas based solutions are great but also we need to produce 1,000-2000MW energy from Nuclear power plants

ISLAMABAD: Pakistan has entered a civil nuclear deal with China for the establishment of two nuclear power projects of 640 megawatts in Chashma, Daily Times has learnt.

The breakthrough deal – under which Pakistan would be provided a loan, technology and installation facilities – was finalised ahead of the latest round of the Pak-US strategic dialogue, as the federal cabinet granted financial approval at a meeting on March 24.

Sources privy to the deal said the federal cabinet had approved an inter-government framework agreement on the financing of ‘Chashma Nuclear Power Project 3’ and ‘Chashma Nuclear Power Project 4’ with China.

The sources said under the agreement, China would provide 82 percent of the total $1.912 billion financing to Pakistan as a 20-year soft loan, with an eight-year grace period.

In a bid to guarantee financing for the two plants, the inter-government framework agreement requires both countries to enter three loan agreements. Under the first loan agreement, Pakistan would be provided $104 million with an annual interest rate of 1 percent, management fee of 0.2 percent and a commitment fee of 0.2 percent. Under the second preferential buyer credit agreement, Pakistan would get $1 billion with an annual interest rate of 2 percent, a management fee of 0.2 percent and a commitment fee of 0.2 percent – while the third buyers credit agreement would provide Pakistan $474 million with an annual interest rate of 6 percent, a management fee of 0.75 percent, a commitment fee of 0.5 percent and an insurance rate of 7 percent.

However, according to the inter-government framework agreement, the annual composite interest rate would not exceed three percent in any case.

The sources said that frequent visits by President Asif Ali Zardar and Prime Minister Yousaf Raza Gilani helped secure the deal. They said the Executive Committee of the National Economic Council (ECNEC) had already approved the two projects.

The Pakistan Atomic Energy Commission would be the executing agency for the establishment of the two plants – which would be completed in eight years.

The sources said each 320-megawatt unit would contain a nuclear steam supply system, a turbine-generator set and the associated auxiliary equipment and installations.
