That's bullsh!t in the extreme! Qualitative shift? It seems you don't know a fig about nuclear warfare. Do you even know when and how your much vaunted NASR would be used (If ever!)?oh yeah NASR's test is also a pain for you, as it is our qualitative shift in over all pakistan's nuclear posture.
This was for blunting India's combat groups after they had broken out deep into Pakistan's territory (CS doctrine depends on surprise). That means that by the time NASR was launched, Indian troops would have been at least 30-50km inside Pakistan.
Now, you would be using your tactical nuke (NASR) well within your own territory!! And nuking your own territory ain't a good idea, what? You'll be screwing your own population centres with thousands dying maybe not immediately, but gradually due to the long term effects of nuclear radiation!! Imagine a country nuking its own population!! Sheeesh!!
