Pakistan approximately the size of US state of Texas went from 50,000,000 in 1950 to 200,000,000 in 2016.
Since India is set to overtake China in the race to the most Populated country in the next few years,Problems for India will creep up more and more,China has far better Living standard and managed to improve the lives of 600 million living in poverty.
In 2012, the Indian government stated 22% of its population is below its official poverty limit. The World Bank, in 2011 based on 2005's PPPs International Comparison Program, estimated 23.6% of Indian population, or about 276 million people, lived below $1.25 per day on purchasing power parity.

Almost 50 percent of mumbai population lives in slums .It is the most populous city in India and the ninth most populous agglomeration in the world

With Pakistan trying to learn "The art of China" with all the Chinese wisdom and CPEC why not learn another thing to reduce the biggest problem of Pakistan.
I often hear Pakistanis say We're the 6th most populous country in the world (Fun fact).
We can't even provide food education and health to an already out of hand population.

Pakistan is a immensely troubled country ,Lets get real.
According to a report, nearly 39 percent of Pakistanis live in multidimensional poverty, with the highest rates of poverty in FATA and Balochistan. Pakistan's MPI showed a strong decline, with national poverty rates falling from 55% to 39% from 2004 to 2015.
In 2011, 12.4% of Pakistanis live below in Pakistan's definition of poverty however According to the World Bank, poverty in Pakistan fell from 64.3% in 2002 to 29.5% in 2014.
What's so special about this steep decline? It just represents the immense resilience of our people,No matter the odds always looking forward and having a positive mindset to improve their lives.
The effects of over-population for Pakistan are extremely disconcerting not because it cannot overcome the problem but because there is being done absolutely nothing to stop it.
More population mean's everything from.
  1. Unemployment leading to crime
  2. Rising Taxes and economic burden, Mostly the poor have the most children and that creates problems
  3. Problems with healthcare(Doctors won't be enough so will hospitals)
  4. Fleeing Immigrants (Very bad image for country)
  5. More traffic (If it hasn't sucked enough to drive in Islamabad /Rawalpindi already from 2011 on-wards there has been a Huge increase in traffic) With all the Little boys with no skill for driving crashing into good drivers.
  6. Transport and Infrastructure problems, Make new Metro buses (Gonna need at least 3 in Twin cities),Widen the roads as a result of Booming population.
  7. Education ,We've got a sorry $*it System that encourages hate between different classes,From everything to cambridge Edexcel IB yada yada to Government school and Mullah madrasa's, Can't provide education to an already huge population and it also leads to a special type of social radicalization that contributes to all the mess of Fake Jihad,Kill muslims and Infidels B.S
  8. Problems with city planning ,Not every Pakistani city can become (DHA or Bahria town) ,Just look at what has happened to Karachi from Partition and 1960s onward ,Even 1970s it looked a cleaner and beautiful city.
  9. More trash to take care of, We ain't recycling everything so just leave it off at Clifton or Margalla hills.
  10. Less people is freaking fantastic,Make the world a better place by getting rid of the special type that have 50 children and 6 wives,Ultimately the wife concept has to be revised to solve our stupid social issues ,Only 1 marriage per Boy/Man ,Don't screw that up lay down 2 eggs with one person mess the marriage up and go lay down another 2 with the other :P
Financial punishment Should be imposed depending on the economic standing of the family after every 2nd Child:

Super rich Class (Nawaz sharif ,Mian mansha etc) 80 Lac's per year
Upper-Class 30 Lacs A year Depending on Monthly Income
Middle Upper 10 lacs
Middle Middle 6 lacs
Middle lower 5 lacs
Lower 2 lacs Penalty after a Limit of 4 Children (Because most of them contribute to the agriculture sector and we need more farmers and laborers)
Lower lower (None) ?

2 child policy is not necessarily should be the limit,You can impose penalties on class systems if they cross the limit,Years of tax evasion will be retrieved from all classes especially the corrupt Super rich.

I swear if i was PM of pakistan i would kiill every single molvi by suffocating the with condoms.

On serious note pakistan needs comprehensive education which can make children aware of rights and wrongs at the early stage of their education which includes faimly planning and many other things.

It's a bit too early to expect something sane like stabilising the population growth from Pakistanies, which would help planning for the future of the country. They will continue until the situation becomes exacerbated.

Look at China. They brought their population down with a one child policy. Are they not powerful? There are limited resources on Earth that can only support a finite number of people. Population growth happens exponentially so u can hit the tipping point relatively quickly. In any case Pakistan's current population is plenty for its size. This is where it should be stabilized with a two child policy.

first of all I agree with the OP, but before bringing in the 2 child policy there needs to be a census to find the exact figure of the current population and then to compare if the policy actually worked.

The only way this will work is that if a penalty of Rs10 lacs is applied for each child after the 2nd child. If unable to pay then the punishment will be 15 years in prison.
