Pakistan Navy Sailing Club Islamabad

Any thing Illegal should be demolished doesnt matter belongs to whom. Period.

May be in few days it will be cleared, at present source is private ... the main issue is pollution and it must be addressed by PN with proper steps and documentation to relevant authority, as no one is above the law.
Implementation of law should be exercised across the board, no exception to any public, private, military institute or gender. The only way to Pakistan's success.
 
When the Pakistan Navy representative asked for time to submit a reply Justice Minallah asked what he wanted time for. “No one is above the law, including this court,”
Why is the navy not being given the right to defend itself?
If cda has a moral high ground it should have brought down the illegal construction by now.

Navy's lawyer was present in the High Court they have sort some time to answer the queries put forward to them.

I know the usual argument coming..' even the regular islamabad khokhas were there form before.. CDA changed laws over night and had them wrap up and leave..so why not this club?'

Well in case of the naval club they got a NOC back in 90s..Pakistan Navy and MoMA(ministry of maritime affairs) work together on water sport projects .. esp. such clubs.. the land is allocated on order of ministry and operated by Pakistan Navy and in case of this club the land was gifted back then by the ministry for their services and expertise offered to Ministry of Maritime Affairs that heavily relies on Pakistan Navy and dont hire civilian experts for the job saving cash and tax money.

If today govt. of Pakistan(MoMA) decides they dont need this sports center any more they would issue a notice to Navy and they will comply.. what is CDA is doing is outrageous.

I understand the genuine concern that they are trying to keep commercial interests away from the lake.. but this is not as simple as it looks as it involves government and a wing of it that is directly/indirectly run by Pakistan Navy.
The question is how come CDA is waking up 28 years after the NOC when they never worked in the backdrop with PN and ministry to get the issue resolved..maybe it was resolved and CDA has other motives and it kept coming back with new demands.

If the court passes a verdict for Navy to withdraw , i say Pakistan Navy should also disengage from ALL Maritime affairs of Pakistan and water sports initiatives it has taken so far.The ministry should hire civilian experts for advice instead . If the govt. cant afford it than courts should review and drop their next salary increments or make a dam fund like thing to support govt. with this.
This would be a big blow to how the coastal affairs are managed and the security aspect to it however there is always a price when you want to be an absolutist..

On the other side, according to a letter written by the Deputy Chief of Naval Staff to Chairman CDA in response to authority’s first notice, it was informed that Navy Sailing Club was established in 1992 on the directives of Prime Minister of Pakistan.



The letter also annexed three directives of the Prime Minister Office but it is pertinent to clarify here that none of them confirms the formal allotment of land to Pakistan Navy. The first notification issued in 1991 states that Chief of Naval Staff is appointed as patron in chief of all water sports in Pakistan. The second letter issued in 1992 was regarding prime minister’s directions to develop water sports centres at six different locations of the country including Kunhar River, Tarbela Lake, F-9 Park, Rawal Dam, River Ravi at Lahore and Sukkur Barrage.


Meanwhile, the third letter of prime minister office issued in 1994 is relatively more specific to the subject in which the prime minister has approved the development of a water sports centre at Rawal Lake. This letter states further that the centre will be developed by the Chief of naval Staff in his capacity as Patron in Chief for all water sports in Pakistan. The letter further added that the finance division will provide the funds while cabinet division will authorise provision of land at Rawal lake for the purpose.

Meanwhile, the Deputy Chief of Naval Staff’s letter itself did not disclose about the construction of new club but it stated that only the uplift and repair is being carried out which was immediately required.

But guess what, they chose to "develop" only Rawal Lake while neglecting all others. I wonder why? Perhaps because that spot is more lucrative for the good officers to enjoy?

Moreover, if funds indeed were allocated in mid 90's, then why only start now?

I dont know.. maybe the admirals were greedy as you suspect, maybe red tape bureaucracy maybe the feasibility and RoI issues,maybe provinces allocated money but put it in their own pockets....But using your logic they should have developed one in f9 park as well but they didnt and nobody leaves free given away land.. so clearly there must have been other factors involved why they only developed here and why now..

That club has been their ever since the naval hq was moved to isd.
I went their for the first time in early 90s. Just because they have upgraded it from its shabby existence and since few knew about it in spite of the fact that it always had a sign board on its entrance from murree rd now every Tom, dick and Harry is getting his panties in a knot.
