Turkey was interested in HQ-9 due to cost-related considerations and TOT offer from China. However, Turkey backed out of it under pressure from NATO and is now pursuing its own program.
HQ-9 is one of those Chinese weapons which are not cost effective. There are many reasons why Turkey rejected it and one of them is them is that China refused TOT, there was also a lot of pressure from NATO. In Turkish T-LORAMIDS program the SAM which was as good as HQ-9 was MIM-104 and MIM-104 was more expensive so Turkey chose HQ-9.

This thread isn't about Iran, but since you have been asking and no one replied, I'll answer you according to my limited knowledge.Iran operates a mix of Russian and Iranian made systems. As far as i know they don't operate any Chinese SAM, they do have a Chinese radar which can track targets upto 300 Km. They recently acquired S-300 from Russia and are expected to mass produce Iranian made Bavar which according to Iranian sources is equivalent to S-300.

They don't tell the truth.

In addition, to what I have written above, to my knowledge PAF never ordered LANTIRN navigation pods for its F-16s.

So both PAF F-16s as well as Jf-17 are unsuitable for Nap of the Earth flying.
To he honest. We can fit a Chinese navigation pod on F16 for PAF. do you believe it? I mean in technical way.

Other than the fact, these F-16s are under End User monitoring agreement, they are housed in separate section of Pakistani airbases, separate from other aircrafts, access to them is monitored by US personal deployed in these bases, for which PAF has to pay extra.

Neither China nor Pakistan, have the source codes to mate these planes with non US aproved weapons and pods.
We have decoded source code of Su27, we mate domestic weapon on Su30 MKK. Technically, we can decode F16.

According to what I've gathered, multiple factors are at play:
- The HQ-9 allegedly performed the best out of the four systems, scoring 9/9 hits on targets
- ToT has been offered (indicated here: http://www.eurasianet.org/node/76106)
- The HQ-9 was also the cheapest
- US/NATO threatened to refuse integration of the missile with NATO equipment
- Domestic pressure to develop indigenous missiles

I agree with you but I read somewhere that China didn't offer TOT to the extent that Turkey desired.

S400 is a deadly strategic weapon to any small to Medium size country, China will provide whatever it takes to counter it. Don't believe in Rusky and don't believe Indians.

Pakistan trusts china and we should cement a formal alliance, we have a common enemy in India whose ill will and intentions we need to blunt and block

China is on its way to become one of the worlds primary powers but as China's strength increases so does the risk from its enemies

Dealing with india shoud be a dual approach to blunt any ambition india may have

Very True, been saying that as well. Pakistan should never trust Russia even if it offers Su-35 to Pakistan on soft loans, Russia like USA is unreliable. Take the example of Iran, they took the money from Iran and then denied S-300, i know they have delivered the S-300 now but that is only because the West turned its back to Russia. US is motivated by political objectives and Russians are motivated by Political + Financial. Pakistan's only true friend is China.
