Pakistan navy would require an AC if it wants to be a blue water navy, which seems far fetched since PN doesn't even have destroyers, missile cruisers or nuclear submarines.
Also the industry has to sufficiently develop before any service orders anything to be built domestically.

Never under estimate the power of private sector...let private players come in and PN will have nuke subs and AC's in next 10 years guaranteed...remember Pakistani border guard drones were flying in the American-Mexican border long before American drones started bombing us.

also a culture of aircraft carriers has to be developed within the navy which takes a long time and also a large enough economy is required to fund and maintain the carrier. Pakistan at this moment has neither and 10 years in too short of a timeframe for such development
