There is one difference between NATO and Pakistan Army, NATO's soldiers come from very different region and the terrain of their operation was new to them, whereas Pakistan's most soldier come from village background where they are used to hard labor and difficult terrains. My 2 cents.

For someone who has an idea of the terrain one cannot conduct targeted ops indefinitely. The cost of PG Munitions is prohibitive. One of the issues holding PA back from using unconventional weapons as I've been told is the media backlash.

The counter argument to that narrative is that if we were to be accused of NBCW today, how would we defend ourselves?
Therefore why not go for it. There's a media black out anyways in that area so we have the comfort of plausible deniability.
It's just a matter of having the gall to do it... Seems PA hasn't been pushed to that extent yet.
