First, there are two divisions - 15000 + 8000 soldiers in each division - in Kashmir, that is, 46,000 soldiers.
Second, they are doing their job. Infiltrators live on an average 3 months in total.

Not needed. There are only a couple of hundred at any time. It is their constant troubling civil society and keeping things at the boil that causes trouble.

There is no dearth of material for a counter narrative. Neither side is an angel, but it feels like India doesn't even bother to make India's stance and narrative clear. The Indian establishment is always content to let things be, or to throw money and numbers at the problem. I find this tendency in what is being done (ie, nothing is being done) for the Maoist problem, or for the North East insurgencies. India is content to keep the issue simmering forever, as long as it only simmers and doesn't explode. With a determined effort, a country so large as India should be able to put an end to most of these issues, whether with force, or by addressing the grievances of the parties concerned, or a combination of both. But no, all they do is make sure that the problem doesn't get out of hand, and keep the CRPF or Assam Rifles perpetually in a state of low intensity conflict.

A very, very good summary.

Pakistanis and Kashmiri seperatists have been shouting "rapes, murders, suppression, oppression, freedom fighters, 700,000 army against 100 innocent boys" etc etc until they are hoarse. Why can't the Indian govt or society :

1) Demonstrate that many of these claims are false, or wildly exaggerated?
2) Demonstrate the not so pious nature of the separatists and the Pakistani state?
3) Go on the offensive in the propaganda department?

Other than saluting fallen army or police personnel every time there is an attack, how come the GoI does not actually talk about the issue to the nation? Come out and state what they intend to do, and what their stance is? The stance of the separatists is well known, as is the stance of Pakistan. What about India's stance? Hell I don't know what our stance is. Even the "Kashmir is an integral part of India" statement is heard only from PDF members, not from the govt.

The horrible truth is that there is no Government of India policy. That is so for the following reasons:
  1. There is no Kashmiri voice heard in New Delhi. Even the Abdullahs lost credibility - mistakenly - when Farooq Abdullah was Chief Minister, because a pompous Indian establishment could not handle his frankly western mannerisms and behaviour. Both Indian politicians and babus like their politicians to be upright, moral-spouting, saintly hypocrites focussed on money-making and womanising behind that facade;
  2. The politicians other than those from Kashmir don't have a clue about what is going on in Kashmir, behind the scenes. One of the saddest revelations over the last few days was that neither Indian nor Pakistani citizens do, either. Most of us look at Kashmir through what the newspapers and the blogs report, and that is of such terrible quality that I haven't read a single post (other than <hellfire>'s) that showed even a vague understanding of the situation on the ground.
  3. The babus are hopeless. Really, truly hopeless. The mess that they have made of the Kashmir Constitution and of Article 370 will take a full PhD thesis to analyse and dissect.
  4. The police are out of their depth. The Kashmir Police have handled the situation through various shifts and twists and turns of the government by a uniform response of ferocity, and this has brutalised them. The CRP and the BSF have absolutely no training for this very complicated situation, and get bashed or pull their triggers. Their officers are completely out of their sphere of understanding.
  5. The Army has gone through several cycles in Kashmir. No point in going into the details; at the moment, they are in a dangerous mood, and feel 'used' by the politicians.

Frankly I think it is India's lack of clarity of purpose that is allowing this conflict to continue. Can anybody state confidently, that 10 years from now, this conflict would be over? 30 years from now? No, judging by the Indian side's attitude, their aim is to keep the situation as is for eternity.

Please consider that it is two things, not one, keeping this conflict alive: the Indian lack of clarity of purpose and the trained and sophisticated ideological leadership of the Hurriyat, the Geelani faction. The other faction is there only to protect some of the leaders from enemy action.

I think there should be an end to this - either crushing separatism as was done in Punjab, or by a referendum to let Kashmiris decide. Keeping the embers burning doesn't help us.

Yet they are not able to suppress the Kashmir Movement.... its been 70 years now. By the way, Pakistan is not supporting freedom fighters. Had they been, am sure, India would be on their knees within few months. Its only Pakistan that could host millions of migrants from Afghanistan, fight wars in Afghanistan, deal with their own internal security threats. Thanks to US, India, Israel and all the other back stabbing countries and yet conduct successful Ops like Rah e Rast, Rah e Nijaat, Zarb e Azb. Pakistan with all its economical strains, have managed successfully in all these turmoil years. Indians can never compete Pakistan Army in grounds. Yes, I acknowledge India won battles on tables because of our incompetent Govt, our failed Foreign Policies and corrupt politicians. But its our faults.

Unfortunately, you are not the only one quoting our incompetent and corrupt PM for converting military victory over political defeat on Kargil issue, we also accept it. He is good for nothing, playing in the hands of Indians. and why should not he be, he has his businesses in India. He does not trust the mandate which brought him into the parliament cuz he knows well, its not the people who brought him there, its the foreign hands. And that is the reason why he is so submissive to his foreign Gods.
