As for the rest.
For point 1, yes you are right it's just that our failed cruise missile test won't be declared at all since there is no treaty binding us to do so. You don't hear about all the cruise missile tests, example, the mysterious land attack cruise missile fired from Orion that was picked up by the Americans.
For point 2, a source you may believe in and have full right to do so but something that cannot be termed and an internationally renowned defence source so at best it's a disputed source.
For point 3 people say a lot of things. They are right sometimes wrong on the others. Their have been many instances on which very senior members have been wrong. Again it's a disputed source.
The thing is you have to prove your point with solid proofs, objectively, if you can't then obviously no one will believe you.
By the way, when was this 17km flight reported for the first time by the Indian sources? If it's after Nirbhay failure some 8 years after baburs first test then it becomes even more suspicious. Wouldn't you agree?
Well just coz something isn't famous doesn't mean it has no shred of truth to it.
I am just saying this coz I have added the dots and it seems to be the likeliest of the cases.
You might wanna check the author of the second link that should give him a bit of credibility if any.

I guess if NESCOM is trying really hard to hide it then all we will ever have is such independent reports and no hard proofs, and the only way we'll ever know that it worked is if it is actually ever used.
Sure that's suspicious, but I can only connect the dots to what seem obvious and besides why would we need to lie, we report failures and successes alike.
