All borders with india should be sealed including Kartarpur. No pilgrims should be allowed entry into Pakistan.

The states that have oxygen producing facilities are preventing cross border movement. Delhi CM had to appeal to prime minister to get supplies.

The various states of India see each other as rivals. Water disputes are common, now unwilling to coordinate to help each other in current crisis.

Im sure Oxygen producing and supplies are under Central Govt and Not State Govt.

States largely rule independently from Central government. Due to oxygen shortages are widespread, states that produce it will look after own requirements first, at expense of non producing states. But then some people see an opportunity to hoard oxygen supplies for a big profit.
