States largely rule independently from Central government. Due to oxygen shortages are widespread, states that produce it will look after own requirements first, at expense of non producing states. But then some people see an opportunity to hoard oxygen supplies for a big profit.

The government of Pakistan has a responsibility to its own citizens first. Every other consideration should be secondary. India is in mess of its own making. Pfizer and Moderna offered to make its vaccine in India but the Indian government did not approve the proposal in time. As for vaccine raw materials - India had a year to store, stockpile or worst case 3D print supplies like bioreactor bags and filters. Their order books were full, they had local and international committed orders. Why did they not source adequate supplies?

Once the US has vaccinated its citizens and has enough stockpiles for exigencies then we can help others.
It does no one any good if the US itself is in crisis and magnifies the crisis by diverting much needed supplies elsewhere.

Our current rate of consumption of Medical Oxygen is 90%, which mean we do not have any access oxygen available in the country to donate .....

But to answer you, not everyone in India wants the death of Pakistan. Whether it is some girl fascinated with Shahid Afridi or it is some man admiring the dressing of Fawad Khan in the film Khoobsurat or it is music or it is travel vlogger Karl Rock and his Indian wife visiting and shopping in Pakistan.

It's a good gesture but I don't think the Indian government will accept this help since our ties aren't very strong with Pakistan and I'm sure if the situation had been reversed with India proposing to help Pakistan, Pakistan too wouldn't have taken the help. However, if our relations had been good, we wouldn't have thought twice and taken all the help that we could have.
