I think allowances should either be terminated both for civil servants and military, say by giving them a raise in salary simultaneously so that whatever they spend on personal use they feel the spending coming out of their salary,
or be allowed to be consumed on private vehicles, NOT the service vehicles. Say, ok you have 100Km or Liters that you'll be reimbursed but you can use that on a personal vehicle.
Service vehicles must be solely reserved for professional use. There should be penalty for anyone using service vehicle for personal use.
Those were purchased for professional use and personal use also causes wear and tear that may jeopardize vehicle's performance in the time of professional need.
