Pak should propose joint civil nuclear plants to India: Mazari

If it had been some other plant other than nuclear than it would have made a hell of a lot of sense - for example a thermal plant - Pakistan has abundance of coal which can be used as fuel or a hydro electric plant over the shared rivers.

A nuclear plant does not even remotely makes sense - it's as if she wants a guarantee from both parties that we will not go to war or attack each other over the border. Makes sense in an ideal world but sadly we do not live in one.

ISLAMABAD: Strategic and security experts found it “innovative and interesting” when Dr Shireen Mazari suggested that Pakistan should propose joint civil nuclear power plants to India along the border of the two countries as a security confidence building measure.
She said that this would not only help end energy crisis in the two countries but will also prove to be “the best deterrence” for the two nuclear powers. Those present in the meeting thought that it could have been an option but keeping in view the response and behaviour of India over the already-launched confidence building measures and its approach towards Pakistan, it was almost bound to get a cold Indian shoulder like other Pakistani suggestions for lasting peace in the region. It was also observed that confidence-building mechanisms, including trade, cannot work until real progress was made on the core issue of Kashmir. Dr Mazari was addressing a distinguished audience of security, strategy and foreign policy experts at the Institute of Policy Studies in a seminar on “Emerging Nuclear Scenario”, which was chaired by IPS Chairman Professor Khurshid Ahmad and moderated by IPS council member Air Commodore (r) Khalid Iqbal. Dr Mazari observed that the nuclear arms control and disarmament area has always been premised on two parallel tracks: one being the “US-favoured discriminatory approach” embodied earlier in non-proliferation treaty (NPT) and now taking shape of Fissile Material Cut-off Treaty (FMCT) and the other “non-discriminatory approach” manifested in international agreements like CTBT and certain IAEA initiatives. Referring to the most recent and third nuclear test by North Korea, she said that such actions could be taken almost with impunity because the most significant treaty in the current international setting with respect to nuclear power, NPT, is being undermined by its proponents. In this respect she highlighted and criticised Indo-US nuclear deal for which special waivers were sought by the US from the Nuclear Suppliers Group (NSG) in violation of all sets of existing international laws on the subject. Following the precedent set by the US, France and Britain too have signed such deals with India in contravention of their NPT obligations.

NPT signatory or not, if India ever want to partner pakistan no one can deny that because in that case india pakistan friendship would have leveraged Indian status manifold in world politics. The west, east and north wont be having anything left to blackmail India.

Personally I think the Siachen area as free trade area jointly administered by India and Pakistan is a much better idea than that.

Sorry, i disagree. Why should India vacate Siachen, when it is there at the top, commanding almost all of the Glacier.
Contrary to what is commonly referred to in Pakistan, Pakistani Army is NOT on the glacier.

What benefit would India get by having this unilateral withdrawal and joint administration? We must get something in return for us to give.

I have a much better idea.....Lets propose to make the GB region of pak-occupied-kashmir a free trade area....JOINTLY administered by India and pakistan.

One step solution to all our problems.

I've to say something on this.

IMO she is a woman but "shezz got ballz" to say that.

It's more of what's expected from her.(Lagta hae jald hee siyasat ka khuumar utar gya hae)

Very skillfully she has trashed that ailing idea of "Aman ki Asha" which was practiced(contrary to the this one which i think will need perfect conditions to reach a stage of acceptance both bilaterally and internationally) but still wasn't able to resolve the tensions on the border.
It's a patriotic approach.With your side rejecting it at the very initial step, will show the loyalty to your land from your end.


I see her exposing the intentions.And while doing so she has also exposed some of our weaknesses which people on your side will figure out if this ever reached the table.

She is trying to pull the fangs of both the military establishments at the same time.That'll lead to the road of peace.So, my point that,
all the stake holders from our side at least should be on board before presenting a case.
Which means she'll have to face a lot of criticism and need to fight her way out.

It sounds tricky, but the more i think about it, the more i fantasizes about the forbidden fruit of peace.

On a lighter note, People this concept came on the screen,on Valentine's Day.So, let's not garbage the flowers and let's give it a fair debate..and let the fragrance spread in the room of Subcontinent.:D

And yeah, if this ever got accepted, then build the damn reactor south to Lahore.

The statement is apt in the current circumstances where there may be an accidental attack in the name of terrorists can occur. Keeping that in his mind he might have proposed this idea which is good one.

In South Asia because of WOT(In the name of WOT :lol:) lot of players are playing and you never know who is behind what?? So confidence building measures should be implemented and Bordering areas should be taken care.

The idea is interesting and good that such thoughts are being discussed. However, I am firmly against nuclear power. The net energy, i.e. energy spent to extract energy, is very unfavourable and wasteful. I don't want any nuclear plants on the border or anywhere in the bar-e-sagheer for that matter. Nuclear energy options are a slow poison, look at Fukushima, and the half life of waste products.

When available, extractable oil in the world is already on the decline, we don't have enough energy to maintain these plants, let alone the years-long incubation period in setting one up. Meaning if anything goes wrong, our people will suffer disastrously. I would be much more in favour of joint hydro or solar power projects between the two countries, or maybe joint wind farms in our hill areas. That is a much more considerate and forward looking option in terms of sustainability and planning for our children.

However, the intention behind this suggestion is very promising and beautiful. Something for all of us to be proud of in itself.

Exactly. She probably thinks that Pakistan can piggy back with India getting both the plants & the fuel (assuming that Pakistan can rustle up its share of the moolah) but what India gets from it is not clear. Unless she believes that India must do more such things simply to help Pakistan as a part of CBM's

The project suggested is beneficial to Pakistan and India may well have reservations over it. Personally I think the Siachen area as free trade area jointly administered by India and Pakistan is a much better idea than that.

What will be traded out of Siachen as a "free trade area"?
Snow and ice?

That will be the "World's Biggest Ice Factory", lol. :D

The problem is not the idea. Even before India consider the pros and cons of the idea the important question is that of the credibility of the speaker. I am sure the speaker may be pak but as far India is concerned the only credible organization in Pakistan is the Pakistan Army. So unless Gen Kayani says it from his own mouth I don't think Indian Govt will bat an eyelid forget about discussing it.
